GRANTS CONSULTANT SERVICES

The City of East Orange, New Jersey, is actively soliciting proposals through a competitive contracting process for Grants Consultant Services. This initiative aims to enhance the City's capacity for grants management and successful acquisition of diverse funding opportunities. The comprehensive scope of work includes extensive grant research, covering the identification of potential funding sources from public, private foundation, local, and corporate sectors. This research encompasses a detailed presentation of grant requirements, criteria, matching fund prerequisites, reporting obligations, and specific terms and conditions. Furthermore, the selected consultant will be responsible for tracking relevant state and federal funding opportunities, conducting onsite needs assessments, developing strategic funding plans for City objectives, and providing full-spectrum grant writing services. This involves crafting compelling narratives, gathering statistical data, securing letters of support, preparing budgets, managing final submissions, summarizing reporting requirements, advising on the equity of grant management versus award amounts, overseeing administrative services, and preparing grant reports for priority areas such as infrastructure investment, beautification, open space projects, educational facilities, walkway/bikeway improvements, public works, recreation and parks, economic development, police, and fire department needs. Prospective contractors must submit a detailed qualification statement outlining the firm's principal activities, personnel count, and operational location. This statement must be supported by three client references for similar services, providing the government agency's name, contact person, position, current telephone number, dates of service, cost, scope, and project status. Key personnel involved in the contract must present their identity and credentials, along with their areas of responsibility. Mandatory compliance includes New Jersey Public Works Contractor Registration, N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities), N.J.S.A. 52:25-24.2 (Disclosure of Ownership), a Non-Collusion Affidavit, and a N.J. Business Registration Certificate. Additionally, the successful contractor must maintain Professional Liability insurance with limits of $1,000,000 per occurrence and $3,000,000 aggregate, ensuring each staff member providing services for the City of East Orange is covered. The proposal should also specify the servicing office's location and the methodology for project management. Sealed RFP responses are due by Friday, November 20, 2020, at 11:00 AM. Submissions must be delivered to the Purchasing Agent in the Municipal Council Chamber, located at 44 City Hall Plaza, East Orange, New Jersey 07018. Each submittal package must be clearly marked with the title "GRANTS CONSULTANT SERVICES" and the responding firm's name, containing one original, four copies, and one compact disk (CD) set of the proposal. A non-refundable fee of $25.00 is required for RFP packets picked up on-site, payable to the CITY OF EAST ORANGE.
