Insurance Consulting/Brokerage Services (Risk Management/Property & Casualty)

The City of East Orange, through its Department of Business Administration, Division of Procurement, is soliciting proposals for comprehensive Insurance Consulting/Brokerage Services, specifically focusing on Risk Management, Property, and Casualty. The selected contractor will be responsible for a wide array of services including identifying insurance issues and exposures, negotiating with insurance carriers on the City's behalf, ensuring timely policy and endorsement issuance, reviewing policies for accuracy, providing coverage summaries, facilitating certificate of insurance processing, and monitoring claims status. Additionally, the scope encompasses providing regular risk management services, assisting with long-range strategies for savings, managing all aspects of the City's insurance policies, aiding in the development of alternative risk reduction strategies, serving as a resource during collective bargaining, assisting in Third Party Administrator (TPA) selection, monitoring carrier and TPA compliance, advising on program changes like self-insured retention and deductibles, exploring alternative coverages such as Joint Insurance Funds (JIFs), advising on coverage gaps, providing staff assistance for policy-related issues, and preparing an annual broker report detailing accomplishments, fees, premiums, cost projections, and market trends. Prospective contractors must demonstrate strong professional, financial, and administrative capabilities, including appropriate federal and state licenses, to provide the specified services. Key personnel résumés and a clear understanding of the City’s needs and goals are required. Significant experience in providing similar services, particularly to municipal government clients, is essential, with mandatory references from at least three municipalities comparable in size and complexity to East Orange. Contractors must carry Professional Liability insurance with minimum limits of $1,000,000.00 per occurrence and $3,000,000.00 aggregate. A highly recommended pre-proposal conference is scheduled for Thursday, April 11, 2019, at 12:00 PM in the Municipal Council Chamber at 44 City Hall Plaza, East Orange, NJ 07018, to address any questions regarding the RFP requirements. Sealed proposals for these Insurance Consulting/Brokerage Services must be submitted to the Purchasing Agent by Thursday, April 25, 2019, at 12:00 PM. Submissions should be delivered to the Municipal Council Chamber, located at 44 City Hall Plaza, East Orange, NJ 07018, and clearly marked “INSURANCE CONSULTING/BROKERAGE SERVICES (RISK MANAGEMENT/PROPERTY & CASUALTY).” Respondents are required to submit one original and four copies of their proposal. A non-refundable fee of $25.00 is applicable for RFP packets picked up on-site. Proposals must remain firm for a period of sixty (60) days following the submission deadline.
