Marketing of Class A Recyclable Materials

The City of East Orange is seeking proposals through a competitive contracting process for the marketing of its Class A Recyclable Materials. This comprehensive Request for Proposal (RFP) invites qualified entities to manage the processing and marketing of single-stream recyclable materials collected from within the municipality. The successful contractor will be responsible for ensuring that all collected materials are processed and delivered to an approved end market, adhering to all applicable federal, state, county, and city ordinances, including New Jersey Department of Environmental Protection Regulations. The contract is structured for an initial three-year term, with potential for two additional one-year renewal periods, anticipated to commence on October 5, 2021. Prospective contractors must demonstrate a minimum of one year of successful experience in marketing recyclable materials for a municipality of comparable size and capacity to the City of East Orange. Proposals must include a detailed Marketing Experience List, outlining previous facility locations, responsibilities, key principals involved, and contact information, along with evidence of compliance with all relevant statutes and regulations regarding recyclable material marketing. A highly recommended virtual Pre-Proposal Conference was held on Thursday, September 3, 2021, at 11:00 a.m. via Zoom to address inquiries. All professional service contractors are mandated to comply with New Jersey statutes including N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contract), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership). Sealed RFP responses were due to the Purchasing Agent on Thursday, September 16, 2021, at 11:00 a.m. in the City Council Chamber, located at 44 City Hall Plaza, East Orange, New Jersey 07018. Submissions were required in quadruplicate on specified Proposal Forms, enclosed in a sealed envelope clearly identifying the proposal title and the respondent’s information. Mandatory bid security includes a "Proposal Bond" or Certified Check for 10% of the total proposed amount, not to exceed $20,000. Additionally, a Consent of Surety and a Performance Bond will be required at contract signing, with the Performance Bond value calculated annually based on the total tonnage of materials multiplied by the average price per ton, for instance, approximately $114,503.20 for 3,271 tons at $35/ton.
