Municipal Auditor and/or Financial Advisor Services

The City of East Orange, New Jersey, is soliciting proposals from qualified persons and/or firms to provide Municipal Auditor and/or Financial Advisor services. This Request for Proposal (RFP) specifically targets the annual audit of the City's financial records for the calendar year January 1, 2020, through December 31, 2020. The extensive scope of work includes, but is not limited to, a statutory audit of all funds, comprehensive tests of internal controls and compliance with statutory requirements, and the performance of federal and state single audits in accordance with OMB Circular A-133 and NJ OMB Circular 04-04. The selected entity will also be responsible for preparing the City’s audited statutory financial statements, reviewing the annual budget, providing accounting and tax guidance as needed throughout the year, meeting with the Mayor, Administration, and City Council upon request, advising on legislative changes requiring record adjustments, and offering financial and budgetary advice and analysis. Prospective contractors must demonstrate robust professional, financial, and administrative capabilities, including adherence to specific New Jersey state licensing and experience mandates. Key requirements include possessing a valid Certified Public Accountant (CPA) license and a valid Registered Municipal Accountant (RMA) license, both issued by the appropriate authority of the State of New Jersey. Firms are required to have a minimum of ten (10) years of experience in providing auditing services to municipalities within the State of New Jersey. The RFP further stipulates that senior staff members designated as regular support for the City must possess at least ten (10) years of experience in audit services and other specified services. Maintaining a current principal office within the State of New Jersey is also a mandatory qualification. Applicants should also document past performance and provide references for similar services. Proposals must be delivered to the Purchasing Committee in the East Orange City Hall, Council Chamber, at 44 City Hall Plaza, East Orange, NJ 07018, no later than Tuesday, November 10, 2020, at 1:00 p.m. prevailing time, at which point they will be publicly opened and read aloud. Each submission must include one unbound original, four additional copies, and one compact disc (CD) set. The sealed envelope must clearly bear the consultant’s name and the title “MUNICIPAL AUDITOR AND/OR FINANCIAL ADVISOR SERVICES,” addressed to the Purchasing Agent. A non-refundable fee of $25.00 is required for physical RFP packets picked up on-site. All Professional Service Contractors must ensure compliance with New Jersey statutes regarding Affirmative Action (N.J.S.A. 10:5-33 et seq., N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 et seq.), Business Registration (N.J.S.A. 52:32-44), and Disclosure of Ownership (N.J.S.A. 52:25-24.2).
