Firms are required to have a minimum of ten (10) years of experience in providing auditing services to municipalities within the State of New Jersey. The RFP further stipulates that senior staff members designated as regular support for the City must possess at least ten (10) years of experience in audit services and other specified services. Maintaining a current principal office within the State of New Jersey is also a mandatory qualification. Applicants should also document past performance and provide references for similar services.
Proposals must be delivered to the Purchasing Committee in the East Orange City Hall, Council Chamber, at 44 City Hall Plaza, East Orange, NJ 07018, no later than Tuesday, November 10, 2020, at 1:00 p.m. prevailing time, at which point they will be publicly opened and read aloud. Each submission must include one unbound original, four additional copies, and one compact disc (CD) set. The sealed envelope must clearly bear the consultant’s name and the title “MUNICIPAL AUDITOR AND/OR FINANCIAL ADVISOR SERVICES,” addressed to the Purchasing Agent. A non-refundable fee of $25.00 is required for physical RFP packets picked up on-site. All Professional Service Contractors must ensure compliance with New Jersey statutes regarding Affirmative Action (N.J.S.A. 10:5-33 et seq., N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 et seq.), Business Registration (N.J.S.A. 52:32-44), and Disclosure of Ownership (N.J.S.A. 52:25-24.2).
