MUNICIPAL AUDITOR AND/OR FINANCIAL ADVISOR SERVICES

The City of East Orange, New Jersey, is soliciting proposals for comprehensive Municipal Auditor and/or Financial Advisor Services. This Request for Proposal (RFP) specifically covers the annual audit of the City's financial records for the calendar year spanning January 1, 2022, through December 31, 2022. The extensive scope of work encompasses a statutory audit of all fund accounts and records, rigorous testing of internal controls, verification of compliance with statutory requirements, and the completion of both federal and state single audits in accordance with OMB Circular A-133 and NJ OMB Circular 04-04. Key responsibilities also include the preparation of the City’s audited statutory financial statements, review of the annual budget, provision of ongoing accounting and tax guidance, attendance at meetings with the Mayor, Administration, and City Council as needed, and advising on legislative changes affecting record-keeping. The successful firm must demonstrate robust professional, financial, and administrative capabilities to deliver these critical services efficiently and effectively for the benefit of East Orange taxpayers. Prospective contractors must satisfy stringent qualification criteria to be considered for this professional services engagement. Mandatory minimum requirements stipulate that respondents must possess a valid Certified Public Accountant’s (CPA) license and a valid Registered Municipal Accountant’s (RMA) license, both issued by the appropriate authority of the State of New Jersey. Furthermore, firms are required to have a minimum of ten (10) years of documented experience specifically in providing auditing services to municipalities within New Jersey. The proposal necessitates the assignment of senior staff members who will serve as regular support for the City, with each senior member also having at least ten (10) years of experience in audit services and other specialized services requested in the RFP. Maintaining a current principal office within the State of New Jersey is another prerequisite. Respondents must submit detailed descriptions of the education and experience of individuals performing tasks, documented past performance, and references for similar projects. Proposals must be meticulously prepared and submitted in a sealed envelope, clearly bearing the firm’s name and the title “MUNICIPAL AUDITOR AND/OR FINANCIAL ADVISOR SERVICES” on the exterior, addressed to the Purchasing Agent. Submissions will be received by the Purchasing Committee in the East Orange City Hall, Council Chamber, until **Tuesday, November 9, 2021, at 12:00 p.m. prevailing time**, at which point proposals will be publicly opened and read aloud. Each firm is required to submit one (1) unbound original, four (4) additional sets, and one (1) compact disc (CD) of their complete submission.
