MUNICIPAL AUDITOR AND/OR FINANCIAL ADVISOR SERVICES

The City of East Orange, New Jersey, is actively soliciting proposals from qualified individuals and firms to provide comprehensive Municipal Auditor and/or Financial Advisor Services. This Request for Proposal (RFP) specifically targets the annual audit of the City's financial records for the calendar year spanning January 1, 2019, through December 31, 2019. The extensive scope of work includes, but is not limited to, a statutory audit of all fund accounts and records, thorough tests of internal controls, ensuring compliance with all statutory requirements, and the performance of federal and state single audits in accordance with OMB Circular A-133 and NJ OMB Circular 04-04. Additionally, the selected entity will be responsible for preparing the City’s audited statutory financial statements, reviewing the annual budget, providing accounting and tax guidance throughout the year, meeting with the Mayor, Administration, and City Council as requested, advising on legislative changes impacting record-keeping, and offering general financial and budgetary advice and analysis. The contract term for the successful respondent will be for a period of one (1) year. Prospective contractors must demonstrate robust professional, financial, and administrative capabilities essential for delivering the proposed services effectively. Mandatory qualifications include possessing a Valid Certified Public Accountants license and a Valid Registered Municipal Accountants license, both issued by the appropriate authority of the State of New Jersey. Furthermore, firms are required to have a minimum of ten (10) years of experience in providing auditing services to municipalities within New Jersey and must assign senior staff members, each with at least ten (10) years of experience in audit and related services, to support the City. A current principal office within the State of New Jersey is also a prerequisite. Respondents should detail their overall experience, including past performance, provide relevant references, describe their ability to provide timely services (staffing, familiarity, key staff location), and list all past and present municipal clients. Compliance with various New Jersey statutes, including those for Affirmative Action (N.J.S.A. 10:5-33 et seq., 10:5-31 et seq., N.J.A.C. 17:27 et seq.), Business Registration (N.J.S.A. 52:32-44), and Disclosure of Ownership (N.J.S.A. 52:25-24.2), is also required. Proposals must be submitted to the Purchasing Committee in the East Orange City Hall, Council Chamber, 44 City Hall Plaza, East Orange, NJ 07018. The deadline for submission is precisely Tuesday, December 10, 2019, at 11:00 a.m. prevailing time, at which point proposals will be publicly opened and read aloud. All submissions must be enclosed in a sealed envelope, clearly bearing the consultant’s name and the title "MUNICIPAL AUDITOR AND/OR FINANCIAL ADVISOR SERVICES" on the exterior, and addressed to the Purchasing Agent. A non-refundable fee of $25.00 is required for each RFP packet picked up on-site, payable to the CITY OF EAST ORANGE. Bidders must provide one (1) unbound original, four (4) additional sets, and one (1) compact disc (CD) of their sealed submission. Proposals will remain firm for sixty (60) days after opening.
