Administration of the City of East Orange’s Off-Duty Law Enforcement Employment Program

The City of East Orange, New Jersey, is actively seeking proposals from qualified entities to administer its comprehensive Off-Duty Law Enforcement Employment Program through a competitive contracting process. This critical program requires a vendor to manage all facets of off-duty assignments for law enforcement personnel, including but not limited to, obtaining eligible officer lists from the Police Department, processing service requests, scheduling officers efficiently, issuing precise invoices, and handling all financial transactions such as processing outside payments and operating a dedicated escrow account. The chosen contractor will also be responsible for generating detailed weekly, monthly, and annual summary reports categorized by officer, location, contractor, and event. A core requirement is the provision of a robust, secure, and web-based technological infrastructure, accessible via various devices including laptops, desktops, tablets, and smartphones (iOS/Android), designed to streamline client service requests, invoice generation, payment remittance, assignment acceptance, and presence confirmation for officers. Furthermore, the vendor must assign sufficient personnel to meet the City’s expectations, ensure compliance with East Orange City Code § 60-95, et seq., approve off-duty opportunities with the Chief of Police, prevent officers from exceeding sixteen hours of work within a twenty-four hour period, coordinate with clients and the Police Chief's designee via phone and virtual platforms, and guarantee 24/7 customer inquiry response with a local or toll-free number. Prospective contractors must demonstrate their capabilities through a comprehensive qualification statement outlining their principal activities, firm size, and location. Mandatory submission requirements include a list of three clients for whom similar services were provided, detailing the government agency, contact person, position, phone number, dates, cost, scope, and status. Furthermore, proposers must identify key personnel, their credentials, and areas of responsibility. Compliance with various New Jersey statutes is essential, including N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. for Affirmative Action and Equal Employment Opportunities, the Americans with Disabilities Act of 1990, and N.J.S.A. 52:25-24.2 for Stockholder Disclosure (10% or greater interest). All professional service contractors are also required to possess a valid N.J. Business Registration Certificate. Crucially, successful respondents must maintain Professional Liability Insurance with minimum limits of $1,000,000.00 per occurrence and $3,000,000.00 aggregate.
