Psychiatric Services

The City of East Orange, located in Essex County, New Jersey, is soliciting proposals for comprehensive Psychiatric Services to support its Health & Human Services’ Substance Abuse Treatment Program. The project seeks two highly qualified practitioners: a Consulting Psychiatrist and a Psychiatric Nurse Practitioner/Advanced Practice Nurse. The core scope involves providing early intervention support, including psychiatric assessments and psychopharmacological treatment for clients enrolled in the program. The Consulting Psychiatrist will work a maximum of ten hours per week, conducting up to 200 initial psychiatric assessments and case reviews annually, with payment based on a flat rate per patient. The Advanced Practice Nurse will provide similar mental health assessments and treatment planning on a per diem basis, up to four hours weekly, under the supervision of a licensed psychiatrist, compensated at an hourly rate for services. This initiative is crucial for effectively managing co-occurring mental illnesses in clients pursuing recovery from substance use disorders. Mandatory minimum qualifications for the Consulting Psychiatrist include Board-certification or board-eligibility in psychiatry, an active New Jersey license to practice and prescribe, and valid NJ CDS and DEA Registrations. The Advanced Practice Nurse must be Board-certified in psychiatric or mental health, possess prescriptive authority in New Jersey, and hold valid NJ CDS and DEA Registrations. Both roles require strong collaboration, communication, and analytical skills to synthesize medical and psychiatric data for evidence-based clinical recommendations. Desired experience includes working with underserved, transient populations and individuals with co-occurring mental health, substance abuse, and physical health challenges. All professional service contractors must demonstrate compliance with various New Jersey statutes, including Affirmative Action (N.J.S.A. 10:5-33 et seq.), Contract Compliance and Equal Employment Opportunities (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.), Business Registration (N.J.S.A. 52:32-44), and Disclosure of Ownership (N.J.S.A. 52:25-24.2). No mandatory pre-bid meetings or site visits are required. Proposals are due by Friday, August 30, 2019, at 1:00 p.m., to the Purchasing Committee in the East Orange City Hall, Council Chamber, where they will be publicly opened. Submissions must be sealed, clearly marked "PSYCHIATRIC SERVICES: 1) Consulting Psychiatrist or 2) Advanced Practice Nurse" with the consultant's name, and addressed to the Purchasing Agent, City of East Orange, City Hall, 44 City Hall Plaza, East Orange, NJ 07018. A non-refundable $25.00 fee applies for physical RFP packets.
