VETERINARY SERVICES AT THE EAST ORANGE ANIMAL SHELTER

The City of East Orange, through its Division of Procurement, is soliciting proposals for comprehensive veterinary services at the East Orange Animal Shelter, located at 133 Midland Ave, East Orange, NJ 07017. This re-bid Request for Proposal (RFP) seeks qualified vendors to provide essential animal care, including weekly on-site visits by a New Jersey Licensed Associate Veterinarian and biweekly visits by a Senior Technician. The extensive scope of work encompasses routine shelter walk-throughs, observation of animals in all areas, regular meetings with the Shelter Director, thorough review of all resident health records, and the provision of spay/neuter surgeries for shelter residents. Additionally, the selected contractor will conduct full standard health examinations for all admitted animals, administer customary vaccinations and testing, design diagnostic and treatment protocols for sick residents, and initiate immediate on-site treatments when necessary. The services also require guiding shelter staff on appropriate treatment instructions, providing 24/7 telephone consultations, advising on pertinent veterinary issues in the city and surrounding areas, administering the free Annual RABIES CLINIC in East Orange, maintaining close contact with City Health Officials regarding Animal Control, and submitting detailed monthly and yearly summary reports along with prompt monthly billing. The contract is envisioned for an initial one-year term with an option for two additional one-year extensions, ensuring long-term animal welfare for the City of East Orange Animal Shelter residents. Prospective contractors must demonstrate comprehensive compliance with New Jersey's public procurement regulations, including the Local Public Contracts Law (N.J.S.A. 40A:11-1) and the Pay to Play Law (N.J.S.A. 19:44A-20.5 et seq.). Professional Service Contractors are also mandated to adhere to Affirmative Action requirements (N.J.S.A. 10:5-31 et seq., P.L. 1975, c. 127, N.J.A.C. 17:27 et seq.) and provide full Disclosure of Ownership (N.J.S.A. 52:25-24.2).
