REQUEST FOR PROPOSAL - SECURITY OFFICER TRAINING COURSE

The City of East Orange is seeking proposals from qualified entities to provide a comprehensive Security Officer Training Course for its residents. This initiative aims to equip East Orange residents with the necessary training to secure Security Officer Licenses, in strict adherence to the New Jersey Security Officer Training Act (N.J.S.A. 45:19A-1 et seq.) and related regulations (N.J.A.C. 13:55A-1.1 et seq.). The selected vendor(s) will be responsible for developing and implementing training programs, with classes required to be held within the City of East Orange or within a five-mile radius of its borders. All required coursework for students must be completed within three months of their initial class, and proposals must include a detailed description of the curriculum as well as a proposed reporting mechanism to track program effectiveness and student outcomes. Prospective contractors must submit a detailed Qualification Statement outlining their firm's principal activities, personnel count, location, and a clear explanation of their suitability for this role. This statement should be accompanied by a list of three clients for whom similar services have been provided, including contact information, dates, costs, scope of service, and project status. Key personnel involved in the project must have their identities and credentials, along with their areas of responsibility, clearly detailed. Mandatory compliance with New Jersey statutes including N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership) is required. A highly recommended, virtual Pre-Proposal Conference was held on Thursday, June 25, 2020, at 12:00 p.m. via Zoom for all registrants who downloaded the specifications. Sealed RFP responses were due on Wednesday, July 8, 2020, at 12:00 p.m., to be received by the Purchasing Agent in the Municipal Council Chamber, Municipal Building, 44 City Hall Plaza, East Orange, New Jersey 07018. Submissions required one original and four copies, with envelopes clearly marked “SECURITY OFFICER TRAINING COURSE.” Proposals are required to remain firm for a period of sixty (60) days following the submission deadline. Required submission forms included a Proposal Cost/Signature Form, Non-Collusion Affidavit, Disclosure of Ownership, various EEO/Affirmative Action forms, an Americans with Disabilities Act acknowledgement, a NJ Business Registration Certificate, and other administrative documents.
