The City of East Orange Board of Water Commissioners (EOBWC) is actively soliciting proposals for Water Consultant & Technical Services. This pivotal role ensures the continuous provision of high-quality water service, robust water quality safeguarding, and efficient wastewater system management for the community. Prospective contractors must demonstrate substantial experience, with a minimum of five years in providing full-service agreements for professional and technical services within water and wastewater treatment facilities, coupled with a proven track record of regulatory compliance and guaranteed performance. Bidders are required to have successfully delivered services to at least two water supply, treatment, water distribution, and sewer systems comparable in scale and complexity to the EOBWC's infrastructure, ideally within the United States, with a strong preference for experience under the regulatory oversight of the New Jersey Department of Environmental Protection (NJDEP) or similar state agencies. A crucial requirement for personnel involves supplying individuals holding all applicable NJDEP licenses, specifically mandating at least one NJ Licensed W-4 operator and one NJ Licensed C-4 operator, alongside provisions for on-call backup staff in these capacities. Furthermore, firms must submit evidence of bonding capability equivalent to the annual contract amount and showcase successful experience in transitioning public sector employees to operate with heightened efficiency, aligning with industry best practices.
