ENGINEERING & ARCHITECTURAL CONSULTING SERVICES AND SURVEYING SERVICES

The City of East Orange, New Jersey, is issuing a Request for Qualification Proposal (RFQ) for comprehensive Engineering & Architectural Consulting Services and Surveying Services. This professional services solicitation, conducted via a Fair & Open Public Solicitation Process, seeks Statements of Qualifications and performance data from firms capable of providing a wide array of technical services. The core project involves serving as "General Engineer" for the City for a one-year period, specifically from January 1, 2022, to December 31, 2022. The extensive scope of work encompasses civil, architectural, environmental, geotechnical, mechanical, electrical, landscape architectural, and structural engineering, alongside specialized surveying services. Key responsibilities include planning/design, construction support for capital improvements such as public buildings, roads, parks, public utilities (water and sewer), and recreational facilities. Additionally, consultants will address technical and administrative areas like traffic engineering, pavement management, stormwater management, municipal land use, public contracts law, data management, and general infrastructure maintenance. Prospective contractors must demonstrate robust qualifications, including primary expertise across the specified engineering and architectural disciplines. A significant preference will be given to firms that employ at least one Certified Municipal Engineer (CME). Required submissions include detailed information on key personnel, their education, experience, and qualifications, particularly for projects similar to those outlined, and experience with public entities. Firms must provide documented past performance, a minimum of four references (with at least three from public sector clients), and a clear description of their capacity to deliver services promptly, detailing staffing, key staff location, and familiarity with the subject matter. Crucially, firms must hold appropriate federal and state professional licenses and submit a copy of their New Jersey Business Registration Certificate and Certificate of Authorization, alongside evidence of compliance with New Jersey affirmative action requirements. Statements of Qualifications must be submitted by Tuesday, November 9, 2021, at 11:00 a.m. prevailing time. Submissions must be delivered to the Purchasing Agent at City Hall, 44 City Hall Plaza, East Orange, NJ 07018. Each submission package requires one original, five hard copies, and one electronic copy on a CD or DVD, sealed and clearly marked with the consultant's name and the service title. Proposals will be publicly opened and read aloud by the Purchasing Committee in the City Hall Council Chamber.
