REQUEST FOR QUALIFICATIONS - CITY HALL PLAZA REDEVELOPMENT

The City of East Orange, New Jersey, is soliciting Statements of Qualifications (SOQ) and performance data from experienced developers for the comprehensive redevelopment of its prominent City Hall Plaza. This significant urban revitalization project aims to transform all or portions of the Plaza, strategically located at 44 City Hall Plaza, East Orange, NJ 07018, adjacent to the East Orange train station and bordered by Munn Avenue, Arlington Avenue, and New Street. The ambitious scope encompasses four distinct sites (Site 1: Block 373, Lots 5, 5.01, 5.02; Site 2: Block 251, Lots 5 and 6; Site 3: Block 250, Lots 2, 3, 26 and Block 250.01, Lot 2; Site 4: Block 387, Lots 1 and 2), with overarching objectives including enhancing the public environment, activating the plaza for increased walkability, introducing high-quality retail and dining options, improving urban design, integrating public art, boosting ridership at the East Orange Train Station, ensuring adequate parking for residents and commuters, and consolidating municipal departments. This Request for Qualifications seeks visionary concepts to guide future detailed development proposals, reinforcing East Orange's commitment to strategic growth and transit-oriented development. Prospective developers must demonstrate robust financial capacity, experience with innovative financing structures, and a proven track record in public accountability and overall development, particularly with complex mixed-use projects incorporating public uses. Expertise in overcoming programmatic, construction, and environmental challenges is crucial. Contractors are required to comply with various New Jersey statutes, including N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership), along with possessing a valid N.J. Business Registration Certificate.
