REQUEST FOR QUALIFICATIONS - ENGINEERING AND ARCHITECTURAL CONSULTING AND SURVEYING SERVICES

The City of East Orange, situated in Essex County, New Jersey, is actively seeking Statements of Qualifications (SOQ) from highly experienced and qualified firms to provide comprehensive general engineering, architectural consulting, and surveying services. This Request for Qualifications (RFQ) aims to establish a contract for a period of one year, from 2020 throughout 2021, with the selected firm(s) serving as "General Engineer who will provide other technical services." The extensive scope of work includes, but is not limited to, planning and design services, construction support for critical capital improvements across public buildings, roads, parks, public utility infrastructure (water and sewer), and recreational facilities. Additionally, the successful consultant will be tasked with providing specialized services in technical and administrative areas such as traffic engineering, pavement management, stormwater management, water system operations, municipal land use planning, public contracts law compliance, data management, and general infrastructure maintenance, along with attending City Council, various City Boards, and Municipal Staff meetings as required. The firm will also be responsible for preparing contract documents for public bidding, assisting with bid analysis, and reviewing project progress and change orders. Prospective professional services entities must demonstrate a broad range of capabilities, with core expertise in civil engineering, architectural design, environmental studies, geotechnical analysis, mechanical engineering, electrical engineering, landscape architectural design, structural engineering, and surveying. A significant qualification preference will be extended to firms that employ at least one Certified Municipal Engineer (CME). Submitting firms are mandated to comply with specific New Jersey statutes, including N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership). Required documentation includes an executive summary, an executed Letter of Qualification and Letter of Intent, detailed firm business organization and ownership information, a statement of affirmative action compliance, firm history, disclosure of any judgments or bankruptcy within the last ten years, and copies of all appropriate federal and state licenses, including a New Jersey Business Registration Certificate and Certificate of Authorization. Professional Liability Insurance with minimum limits of $1,000,000 per claim and $1,000,000 aggregate per policy period is also a mandatory requirement. Statements of Qualifications must be submitted by Tuesday, November 10, 2020, at 11:00 a.m. prevailing time. Submissions must be securely enclosed in a sealed envelope, clearly marked with the consultant's name and the title "ENGINEERING & ARCHITECTURAL CONSULTING SERVICES AND SURVEYING SERVICES," and addressed to the Purchasing Agent, City of East Orange, City Hall, 44 City Hall Plaza, East Orange, NJ 07018. Firms may submit proposals via mail, by placing them in the designated "Drop Box" in City Hall’s rear parking lot, or by presenting them at the public opening. A non-refundable fee of $25.00 applies for physical RFQ packets obtained on-site, payable to the City of East Orange. Each submission requires one original set, five copies, and one electronic disk (CD or DVD). Firms must ensure all eighteen mandated forms, including a Non-Collusion Affidavit, Disclosure of Ownership Form, and various compliance acknowledgments, are fully completed and included.
