Grants Consultant Services

The City of East Orange, New Jersey, is soliciting proposals through a Request for Qualifications (RFQ) for Grants Consultant Services. This competitive contracting opportunity, issued by the Office of the City Administrator's Division of Procurement, seeks a highly qualified firm to assist in comprehensive grants management. The selected consultant will be instrumental in helping the City acquire diverse grants across multiple municipal areas, including Public Works, Recreation and Parks, Economic Development, the Police Department, and the Fire Department. The core scope of work encompasses both Grant Research and Grant Writing Services, involving the identification of potential funding sources (public grants, private foundation grants, corporate sponsorships), tracking relevant state and federal opportunities, conducting onsite needs assessments, developing strategic funding plans, and attending necessary meetings on behalf of the City. Contractors responding to this RFQ must demonstrate substantial experience and specialized expertise in successfully securing funding from both public and private sources, particularly for New Jersey municipalities, and provide a strong track record of achievement. Essential qualifications require submitting a detailed qualification statement outlining the firm's principal activities, personnel count, office location, and a list of three past clients for whom similar services have been provided, including contact information, dates, costs, and scope of service. Information on key personnel, including their credentials and areas of responsibility, is also mandatory. Compliance with New Jersey statutes regarding Affirmative Action, Contract Compliance and Equal Employment Opportunities, Disclosure of Ownership, and obtaining a New Jersey Business Registration Certificate is required. The awarded contractor must maintain Professional Liability insurance with limits of $1,000,000.00 per occurrence and $3,000,000.00 aggregate. Sealed RFP responses must be submitted by Thursday, November 10, 2022, at 12:00 p.m. to the Purchasing Agent at the Municipal Council Chamber, located at 44 City Hall Plaza, East Orange, New Jersey 07018, where proposals will be publicly opened and read aloud. Submissions must include one original, four copies, and one electronic copy on a jump drive, all enclosed in a sealed envelope distinctly marked "GRANTS CONSULTANT SERVICES." Proposals can be mailed or delivered to the Division of Procurement, First Floor, City Hall. A non-refundable fee of $25.00 is required for hard copies of the RFP packet. All submitted proposals must remain firm for a period of sixty (60) days after the submission date.
