In-Rem Tax Foreclosure Special Legal Counsel Services

The City of East Orange, New Jersey, is soliciting Qualification Statements from qualified individuals and firms to provide In-Rem Tax Foreclosure Special Legal Counsel Services. This encompasses comprehensive legal representation for the City in all tax foreclosure-related matters, including the prosecution and defense of cases before the Superior Court of New Jersey and the United States Bankruptcy Court. These services will be performed under the direct supervision and direction of the City’s Office of Corporation Counsel, handling cases on an "as needed" basis. The scope also includes attending meetings and potentially providing other specialized legal services as required by the Office of Corporation Counsel. Prospective contractors must demonstrate extensive expertise in the provision of professional legal services, possess the requisite professional, financial, and administrative capabilities, and agree to the City's compensation terms. Key qualifications include a proven record of litigation experience in Federal, Superior, Appellate, and Workers’ Compensation courts. Firms must provide resumes of key employees and attorneys assigned to the City, demonstrate experience with municipal government clients within the last three years, and confirm appropriate federal and state licenses to perform legal activities. Additionally, respondents must maintain professional liability insurance with minimum limits of $1,000,000.00 per claim and $3,000,000.00 aggregate per policy period. Qualification Statements, comprising one original, four copies, and one compact disk, must be mailed or hand-delivered to the East Orange Office of Procurement, addressed to Lisa L. Jackson, Purchasing Agent, at 44 City Hall Plaza, East Orange, New Jersey 07018. Submissions sent via facsimile or email will not be accepted. The strict deadline for receipt of all Qualification Statements is 2:00 P.M. on November 17, 2020. There is a non-refundable cost of $25.00 for RFQ packets picked up on-site, payable to the City of East Orange.
