REQUEST FOR QUALIFICATIONS - ZONING PLANNING BOARD ATTORNEYS

The City of East Orange, NJ, through its Division of Procurement, is seeking proposals via a Request for Qualifications (RFQ) for Professional Services, specifically for a Planning Board Attorney and a Zoning Board of Adjustment Attorney. The comprehensive scope of work involves providing legal support, advice, and representation to the respective boards. Key responsibilities include preparing for and attending all regular and special board meetings, drafting legal documents such as resolutions, reports, legislation, and reviewing deeds, covenants, and easements. Attorneys will also be responsible for preparing and defending litigation affecting the boards or their members due to decisions made on applications, in accordance with the Municipal Land Use Law and Local Redevelopment Housing Law, and handling routine staff inquiries. The contract term is for one year from the date of award. Qualified individuals and firms must be licensed Attorneys at Law in the State of New Jersey, demonstrating strong core competency and extensive experience with the Municipal Land Use Law (MLUL) and Housing and Redevelopment Law. Respondents are required to submit a detailed qualification statement outlining the firm's principal activities, personnel, and location, along with a list of three clients for similar services, including contact information and scope. Information on key personnel, their credentials, and responsibilities is also mandatory. While no specific mandatory pre-bid meetings are indicated, a thorough examination of the RFQ is expected. Crucial evaluation criteria include familiarity with the geographical area of East Orange, NJ, and the ability to provide timely services with adequate support staff. Proposals are due on Thursday, November 19, 2020, at 11:00 AM.
