Basic Life Support (BLS) Emergency Ambulance Services

The City of East Orange, New Jersey, is soliciting proposals for Basic Life Support (BLS) Emergency Ambulance Services to provide critical medical transport for its residents. This comprehensive contract requires 24-hour, seven-day-a-week emergency medical services, ensuring prompt transport to the nearest appropriate Emergency Department/Hospital Facility within a four (4) mile radius, originating from City Hall Plaza. The scope includes provisions for transport to temporary or emergency hospital facilities as designated by the Health Officer or Director of O.E.M. The municipality seeks a highly qualified contractor for a contract duration not exceeding five (5) years, aiming to maintain essential public safety and emergency medical care for its community members. This critical service is foundational to the city's emergency response infrastructure and public health initiatives. The successful contractor must demonstrate extensive qualifications and adhere to stringent regulatory requirements. Required documentation accompanying the proposal includes a Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, Business Registration Certificate, and a Public Works Contractor Registration Certificate, among others. Bidders are also required to comply with various New Jersey statutes, including N.J.S.A. 34-11 – 56.25 regulating Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. concerning Contract Compliance and Equal Employment Opportunities, and N.J.S.A. 52:25-24.2 for Disclosure of Ownership. A non-mandatory pre-proposal meeting is scheduled for Tuesday, July 8, 2025, at 11:00 am, offering an opportunity for prospective bidders to clarify details and ask questions.
