Basic Life Support (BLS) Emergency Ambulance Services

The City of East Orange, through its Department of Health & Human Services and Division of Procurement, is soliciting competitive proposals for Basic Life Support (BLS) Emergency Ambulance Services. This comprehensive contract requires the selected vendor to provide 24/7/365 emergency ambulance services to the 64,270 residents of East Orange, including transport to appropriate emergency facilities within Essex County. Key performance metrics include an average response time of eight minutes or less for 90% of Priority One Calls. The scope also encompasses disaster planning and the provision of additional staffed emergency ambulances for City-sponsored community events, health education projects, and special events throughout the year. The RFP explicitly states that Mobile Intensive Care Unit (MICU) and other non-emergency ambulance services are not included. Prospective contractors must demonstrate substantial experience, including a minimum of five years in Medical Transportation Service business and at least two years specifically providing primary Emergency Medical Services (EMS) to a municipality. Each BLS unit must be staffed by at least two Emergency Medical Technicians (EMTs) holding current New Jersey Department of Health certifications, current CPR and Defibrillator certifications, and valid New Jersey driver's licenses. Primary ambulances must be no more than five years old, secondary ambulances no more than eight years old, and all required vehicles must be permanently stationed within the City of East Orange, with proof of right to station required.
