BASIC LIFE SUPPORT (BLS) EMERGENCY AMBULANCE SERVICES

The City of East Orange, New Jersey, through its Department of Health & Human Services, Division of Procurement, is soliciting proposals for comprehensive Basic Life Support (BLS) Emergency Ambulance Services. This competitive contracting opportunity, pursuant to N.J.S.A. 40A:11-4.1(k), et seq., seeks a qualified vendor to provide 24/7/365 emergency medical transport for residents and visitors within the city limits. The extensive scope of work includes responding to various medical emergencies such as cardiac issues, respiratory distress, severe trauma, mental health crises, and maternity cases. The chosen contractor will be required to operate three dedicated BLS units, each staffed by a minimum of two certified EMTs, permanently stationed within East Orange. Key performance benchmarks mandate an average response time of eight minutes or less for 90% of all Priority One Calls. Additionally, the scope encompasses disaster planning, provision of services during City-sponsored special events (e.g., Memorial Day Parade, Independence Day Fireworks, various community walks), and emergency ambulance services for on-duty City employees at no direct cost to the municipality. The vendor will also be responsible for coordinating with Advanced Life Support (ALS) providers and managing all patient billing processes directly, adhering to State and Federal regulations. Prospective contractors must meet stringent qualification criteria, including a minimum of five years of business experience in Medical Transportation Services and at least two years of specialized experience providing primary Emergency Medical Service to a municipality. All Emergency Medical Technicians (EMTs) employed must possess current EMT-Basic certifications from the New Jersey Department of Health, along with current CPR and Defibrillator certifications, and a valid New Jersey driver’s license; equivalent national or other state certifications recognized by the NJ Department of Health are acceptable. Bidders must also provide documentation of appropriate licensing for all ambulances from the New Jersey Office of Emergency Medical Services (NJ OEMS) and furnish proof of the right to station required ambulances within the City of East Orange, such as a lease, deed, or license agreement. The City reserves the right to conduct site visits to the dispatch centers and other facilities of the highest-ranked vendors as part of the evaluation process.
