COST ESTIMATING SERVICES (LEAD HAZARD CONTROL AND HEALTHY HOMES GRANT PROGRAM)

The City of East Orange, New Jersey, is soliciting competitive proposals for specialized Cost Estimating Services to support its critical Lead Hazard Control and Healthy Homes Grant Program. This initiative aims to address distressed residential dwellings within East Orange by providing comprehensive lead remediation, essential housing maintenance, health and safety improvements, and exterior beautification to ensure compliance with municipal housing and maintenance codes. The selected contractor will perform technical consulting services, encompassing two primary stages: the creation of detailed Work Write-Up documents outlining scope, methods, quantities, and unit costs for each property, followed by Construction Observation services including homeowner/contractor kick-off meetings, ongoing monitoring for quality, progress, safety, and efficient processing of change orders and payment requisitions. The project targets the completion of 110 units over an initial twelve-month contract period. Prospective contractors for these vital Cost Estimating Services must demonstrate specific qualifications and adhere to strict compliance requirements. Mandatory qualifications include possessing a valid Lead Inspector/Risk Assessor license, coupled with a minimum of two years of proven experience in conducting inspections, preparing and interpreting reports, and developing detailed scope-of-work documentation. Furthermore, bidders are required to own and operate an XRF Machine. Essential working knowledge encompasses sketch drawing, photography, and change order calculation. Bidders must also comply with New Jersey's stringent EEO/Affirmative Action (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.), Stockholder Disclosure, and Non-Collusion Affidavit regulations, along with possessing a valid N.J. Business Registration Certificate. Required insurance coverage includes General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automotive Liability ($1,000,000 Combined Single Limit), Professional Liability ($2,000,000 per occurrence / $2,000,000 aggregate), and Excess/Umbrella coverage ($5,000,000 per occurrence / aggregate). Detailed proposals for the Cost Estimating Services are due to the City of East Orange's Purchasing Agent by Thursday, May 25, 2023, at precisely 11:00 AM.
