COST ESTIMATING SERVICES (LEAD HAZARD CONTROL AND HEALTHY HOMES GRANT PROGRAM)

The City of East Orange, New Jersey, is actively soliciting proposals for specialized Cost Estimating Services to bolster its Lead Hazard Control and Healthy Homes Grant Program. This critical initiative focuses on rehabilitating distressed residential properties within the city by addressing lead hazards, structural deficiencies, moisture intrusion, and enhancing exterior aesthetics to meet municipal housing and maintenance codes. The comprehensive scope of work for the selected contractor encompasses providing expert technical consulting to evaluate assigned properties, pinpointing necessary lead remediation and related health and safety improvements, and developing detailed "Work Write-Up" documents. These documents are expected to meticulously outline the scope, methodology, quantities, and unit costs for all identified tasks, followed by Stage 2 Construction Observation, including project kick-off meetings, ongoing monitoring for quality and compliance, and processing change orders and payment requisitions. This program is vital for resident well-being and neighborhood beautification, aiming to rehabilitate approximately 110 units. To qualify for these essential services, prospective contractors must meet stringent requirements demonstrating their expertise and capacity. A mandatory Lead Inspector/Risk Assessor license is a prerequisite for all applicants. Additionally, bidders must possess a minimum of two years of verifiable experience in conducting property inspections, accurately preparing and interpreting complex reports, and drafting comprehensive scopes of work and other necessary documentation. A key equipment requirement is the ownership and active utilization of an XRF Machine. Furthermore, contractors should exhibit a proficient working knowledge of sketch drawing, photography for project documentation, and change order calculation.
