COST ESTIMATING SERVICES (LEAD HAZARD CONTROL AND HEALTHY HOMES GRANT PROGRAM)

The City of East Orange, New Jersey, is soliciting proposals for comprehensive Cost Estimating Services to support its critical Lead Hazard Control and Healthy Homes Grant Program, designed to benefit residents within the city. This initiative involves securing professional expertise through a competitive contracting process, as stipulated by N.J.S.A. 40A:11-4.1(k), et seq., to accurately assess and provide cost estimates related to lead abatement and healthy home interventions. The selected contractor will play a pivotal role in ensuring the efficient and effective allocation of grant funds by providing precise and reliable cost projections for various program activities, ultimately contributing to the improved health and safety of East Orange’s residential properties. Prospective contractors must demonstrate full compliance with several key administrative and legal requirements to be considered for this engagement. These include adherence to N.J.S.A. 10:5-33 et seq. concerning Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. pertaining to Contract Compliance and Equal Employment Opportunities in Public Contracts, and N.J.S.A. 52:25-24.2 for the Disclosure of Ownership. Proposals are strictly required to be submitted on the official forms provided by the City, presented in quadruplicate, and accompanied by all necessary supporting literature. Furthermore, all submitted proposals must remain firm and valid for a period of sixty (60) days following the specified submission deadline, reflecting a committed offer to the City of East Orange. Sealed proposals for these essential Cost Estimating Services are due by Thursday, June 22, 2023, at 11:00 AM. Submissions must be delivered to the Municipal Council Chamber, located at 44 City Hall Plaza, East Orange, NJ 07018.
