Cost Estimating Services (Lead Hazard Control and Healthy Homes Grant Program)

The City of East Orange, New Jersey, is actively seeking proposals for comprehensive Cost Estimating Services crucial to its Lead Hazard Control and Healthy Homes Grant Program. This initiative aims to address distressed residential dwellings within the city, providing essential technical consulting services for rehabilitation. The core scope of work involves evaluating and identifying homes requiring lead remediation to ensure compliance with the City's stringent housing and maintenance codes and ordinances. Successful contractors will be tasked with surveying properties, scheduling necessary work, and producing detailed Work Write-Up documents that outline the scope, methods, quantities, and unit costs for each identified property. This also includes construction observation, kick-off meetings with homeowners/contractors, periodic monitoring for quality, progress, safety, and operations, and the processing of change orders and payment requisitions. The program targets the completion of 110 units, with a pre-set allotment of $750.00 per unit. Prospective contractors must meet specific qualification criteria to be considered for this vital project. Mandatory requirements include possessing a Lead Inspector/Risk Assessor license, along with a minimum of two years of demonstrated experience in completing inspections, preparing and reading reports, and preparing detailed documentation such as scopes of work. Furthermore, respondents must own an XRF Machine, which is essential for the lead hazard assessment. A working knowledge of sketch drawing, photography, and change order calculation is also expected. While no mandatory pre-bid meetings are specified, bidders are encouraged to thoroughly review all RFP documents and direct any questions to the designated City Representative to ensure full understanding of the project's administrative and technical requirements.
