Global Positioning/Vehicle Fleet Management System

The City of East Orange, New Jersey, is soliciting proposals for a comprehensive Global Positioning/Vehicle Fleet Management System. This critical project aims to outfit its municipal fleet, consisting of approximately 150 to 200 vehicles (passenger, light-duty, and heavy-duty), with advanced GPS telematics devices. The overarching goal is to significantly enhance fleet operational efficiency, improve driver safety, and reduce environmental impact through optimized vehicle performance. The scope of work encompasses the provision and installation of all necessary hardware and software, the integration of an Automatic Vehicle Locator (AVL) technology, and robust capabilities for real-time engine diagnostics and emissions monitoring. Key objectives include minimizing fuel consumption, increasing fleet visibility, reducing vehicle idling, shortening travel times, and improving overall vehicle health and maintenance scheduling, as well as providing extensive reporting features for detailed fleet activity analysis. Prospective contractors are required to demonstrate substantial expertise, specifically at least five years of proven experience in On Board Diagnostics (OBD) and the analysis of remotely transmitted data. Bidders must strictly adhere to New Jersey statutory compliance, including N.J.S.A. 10:5-31 et seq. for Affirmative Action and Equal Employment Opportunities, N.J.S.A. 52:25-24.2 for Stockholder Disclosure, and hold a valid New Jersey Business Registration Certificate. Additionally, firms must provide comprehensive insurance coverage, including Workers' Compensation, General Liability ($1,000,000 per occurrence), Automotive Liability ($1,000,000 per occurrence), and Professional Liability ($1,000,000 per occurrence). A highly recommended Pre-Proposal Conference was conducted on Thursday, June 28, 2018, at 11:00 AM at the City Council Chamber to address vendor questions and provide clarifications. The submission process mandates one original, three hard copies, and one electronic copy of the proposal. The original submission deadline of Thursday, July 12, 2018, at 11:00 AM was subsequently extended via Addendum #1 to Tuesday, July 17, 2018, at 12:00 PM.
