JANITORIAL SERVICES FOR MUNICIPAL PROPERTIES

The City of East Orange, New Jersey, located at 44 City Hall Plaza, is actively soliciting proposals from qualified vendors to provide comprehensive janitorial services for various municipal properties. This Request for Proposal (RFP) aims to secure a vendor capable of delivering high-quality cleaning and maintenance services across the city's public facilities. The scope of work encompasses all necessary janitorial tasks required to maintain a clean, hygienic, and presentable environment within City of East Orange municipal buildings, adhering to professional standards and specified service frequencies. Prospective contractors are mandated to demonstrate full compliance with New Jersey's Local Public Contracts Law (N.J.S.A. 40A:11-1), the Pay to Play Law (N.J.S.A. 19:44A-20.5, et seq.), and all related regulations. Furthermore, bidders must adhere to Affirmative Action requirements (N.J.S.A. 10:5-33 et seq., N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 et seq. for Contract Compliance and Equal Employment Opportunities), and disclose ownership details as per N.J.S.A. 52:25-24.2. Electronic proposals are the sole accepted method of submission and must be uploaded through the City’s OpenGov Procurement portal (https://procurement.opengov.com/governments/10682973/projects/159599/manage) and be in 'submitted' status by the firm deadline of May 28, 2025, at 11:00 am. Proposals received after this exact date and time will not be accepted. Bidders are advised that they cannot modify, withdraw, or cancel their proposals for a period of sixty (60) days following the submission deadline.
