Janitorial Services for Municipal Properties

The City of East Orange, New Jersey, is soliciting competitive proposals for comprehensive Janitorial Services for various municipal properties, including City Hall, Police Headquarters, multiple libraries, and other administrative and public facilities. This Request for Proposal (RFP-JANITORIAL SERVICES FOR MUNICIPAL PROPERTIES) aims to secure a qualified contractor to provide adequate, uninterrupted, and complete cleaning and maintenance services for a period of twelve (12) months, with the City retaining an option to renew for two additional twelve-month periods based on performance. The extensive scope of work encompasses daily, weekly, bi-weekly, monthly, and quarterly tasks, including meticulous cleaning of floors (tiled, terrazzo, carpeted), internal staircases, corridor walls, windows, bathrooms, elevators, and general office furniture, ensuring all buildings are maintained to an exceptionally high standard of cleanliness. Prospective contractors must demonstrate compliance with numerous New Jersey statutes and administrative codes, including N.J.S.A. 40A:11-4.1(k) et seq. for competitive contracting, N.J.S.A. 10:5-31 et seq. for Affirmative Action and Equal Employment Opportunities, and N.J.S.A. 52:25-24.2 for Disclosure of Ownership. Required submissions include a Non-Collusion Affidavit, NJ Business Registration Certificate, and evidence of appropriate EEO/Affirmative Action compliance. Contractors are expected to provide a Qualification Statement detailing firm activities, personnel, and a list of three clients for similar services, along with key personnel credentials.
