MUNICIPAL AUDITOR AND/OR FINANCIAL ADVISOR SERVICES

The City of East Orange is seeking proposals from qualified persons and/or firms to provide Municipal Auditor and/or Financial Advisor Services for the annual audit of its financial records. This comprehensive engagement covers the calendar year from January 1, 2018, through December 31, 2018. The scope of work is extensive, encompassing a statutory audit of all fund accounts and records, rigorous testing of internal controls, compliance with statutory requirements, and the performance of federal and state single audits in accordance with OMB Circular A-133 and NJ OMB Circular 04-04. Additionally, the selected contractor will be responsible for preparing the City’s audited statutory financial statements, reviewing the annual budget, offering accounting and tax guidance as needed throughout the year, meeting with the Mayor, Administration, and City Council, advising on legislative changes impacting records, and providing ongoing financial and budgetary analysis. The contract term for these vital services will be for a period of one (1) year. This Request for Proposal (RFP) aims to secure services that will deliver the greatest benefit to East Orange taxpayers, ensuring financial transparency and accountability for the municipality's fiscal operations. Prospective contractors must demonstrate a profound knowledge of municipal auditing laws and regulations, alongside extensive experience in advising municipal entities on records compliance issues. Candidates should also possess a proven track record supporting municipalities in critical areas such as budget development, labor negotiations, and other financially pertinent tasks for a municipality of similar size and complexity to East Orange. Mandatory minimum requirements include holding valid Certified Public Accountant (CPA) and Registered Municipal Accountant (RMA) licenses issued by the appropriate authority of the State of New Jersey. Furthermore, firms must have a minimum of ten (10) years’ experience specifically in providing auditing services to municipalities within New Jersey, and be able to assign senior staff members with at least ten (10) years of experience in audit services and any identified specialized services. Maintaining a current principal office within the State of New Jersey is also a prerequisite for all respondents. Proposals are to be submitted to the Purchasing Committee in the East Orange City Hall, Council Chamber, on Tuesday, November 27, 2018, by 11:00 a.m. prevailing time, at which point they will be publicly opened and read aloud. Each submission must be enclosed in a sealed envelope clearly bearing the consultant’s name and the title “MUNICIPAL AUDITOR AND/OR FINANCIAL ADVISOR SERVICES,” addressed to the Purchasing Agent, City of East Orange, City Hall, 44 City Hall Plaza, East Orange, NJ 07018. Required submission documents include a Non-Collusion Affidavit, Disclosure of Ownership Form, Insurance Requirement Acknowledgement Form (with Professional Liability Insurance minimums of $1,000,000 per claim and aggregate), various EEO/Affirmative Action and ADA compliance notices, a Business Registration Certificate, a Qualification Affidavit, a Submission Form, and both a Letter of Intent and a Letter of Qualification.
