PARKING CONSULTING SERVICES TO PERFORM PARKING STUDY

The City of East Orange, through its Department of Business Administration, Division of Procurement, issued a Request for Proposal (RFP) for Parking Consulting Services to perform a comprehensive Parking Study. The core objective of this project is to develop a recommended strategy to effectively meet current and future parking demand for various user groups, including residents, businesses, employees, commuters, and visitors within the designated Study Area. This area encompasses the Evergreen Square Halsted, Central Business District, and the Arts and Cultural District as outlined in the East Orange Transit Village District Redevelopment Plan. The comprehensive scope of work includes studying existing parking utilization and demand, projecting future needs, evaluating current parking ratios, identifying opportunities for and locations of additional surface and structured parking facilities, developing a wayfinding system, investigating shared parking opportunities, analyzing parking pricing and maximum parking periods, suggesting alternative parking styles, proposing solutions for on-street parking during snow season, and pinpointing potential sites for business employee and commuter parking permits. The City's approach emphasizes a vertical strategy reflective of a mixed-use environment, prioritizing quality, accessibility, location, size, scale, configuration, management, and aesthetic character. Prospective contractors must be a New Jersey licensed professional planner, architect, or engineer, possessing a minimum of five years of proven experience in analyzing parking demand, developing effective parking strategies and solutions, and advising public bodies on the provision and maintenance of publicly-owned parking facilities, encompassing both surface and structured parking. While a licensed Professional Engineer (PE) is preferable, it is not a mandatory requirement. Firms are expected to demonstrate their understanding of the City's specific needs and goals, present a detailed methodology for project management, and provide a clear fee structure based on hourly rates. A highly recommended Pre-Proposal Conference was held on Tuesday, February 27, 2018, at 11:00 a.m. in the City Hall Council Chamber to facilitate clarifications and address questions, with an addendum subsequently issued to incorporate responses and provide requested maps. Sealed RFP responses were required to be submitted to the Purchasing Agent, City of East Orange, Division of Procurement, located at 44 City Hall Plaza, East Orange, NJ 07018. Each submission mandated one original proposal along with four additional copies, all contained within a sealed envelope clearly marked with the title "PARKING CONSULTING SERVICES TO PERFORM PARKING STUDY" and the responding firm's name. The final submission deadline for all proposals was Thursday, March 15, 2018, at 11:00 AM. Proposals were stipulated to remain firm for a period of sixty days following the submission date. While specific bid security or performance bonds were not detailed, selected contractors are required to comply with New Jersey statutes such as N.J.S.A. 10:5-31 et seq. (Affirmative Action), N.J.S.A. 52:25-24.2 (Stockholder Disclosure), and maintain Professional Liability Insurance with minimum coverage of $1,000,000.00 per occurrence and aggregate.
