PROFESSIONAL SERVICE CONSULTANT FOR GROUNDWATER RESOURCES MANAGEMENT

The Board of Water Commissioners of the City of East Orange, New Jersey, is soliciting competitive proposals from qualified professional service consultants for comprehensive Groundwater Resources Management (GRM) services. This one-year contract aims to maintain and improve the City's clean water supply system. The scope of work includes reviewing and analyzing current water supply conditions, recommending implementable measures to enhance clean water delivery, preparing detailed reports and presentations for the Board, and actively collaborating with EOBWC staff to manage the implementation of recommended initiatives. Specific areas of focus encompass Production Wellfield Asset Management, PFAS Management within the Canoe Brook Wellfield, and conducting a thorough Wellfield Evaluation to develop a plan for increasing pumping capacity from 7,800 gpm to the permitted limit of 12,625 gpm, ensuring compliance with all regulatory agency requirements. Prospective contractors must demonstrate substantial qualifications and experience. Respondents are required to have been in the business of providing full services agreements for water and wastewater treatment facilities for at least five years, with evidence of guaranteeing performance and regulatory compliance. Furthermore, successful respondents must have provided services to a minimum of two comparable water supply, treatment, water distribution, and sewer systems located within the United States, with a distinct preference for facilities regulated by the New Jersey Department of Environmental Protection (NJDEP). Mandatory insurance requirements include Commercial General Liability, Comprehensive Automobile Liability, and Professional Liability coverage, along with evidence of bonding capability for the annual contract amount.
