PROFESSIONAL SERVICES FOR RECREATION CENTER FEASIBILITY STUDY

The City of East Orange, New Jersey, is soliciting professional services for a comprehensive Recreation Center Feasibility Study, aimed at developing a multi-use, intergenerational indoor recreational facility. This project requires engineering, landscape architectural, and survey consulting services to evaluate the feasibility of establishing such a center in either a newly constructed space or within existing city-owned facilities, including three specific sites mentioned on page 3 of 43. The extensive scope of work includes reviewing historical data, researching economically successful public facilities for models, conducting detailed financial, operational, programming, and participant demographics analyses, and preparing site analysis and program development plans. Key considerations for these plans encompass community engagement strategies, building integrity assessments (e.g., wall systems, HVAC, plumbing), energy efficiency, space utilization, circulation, historic preservation, ADA compliance, fire protection, interior environmental conditions, and security systems. The selected consultant will also propose operational models, define services and internal amenities, prepare a comprehensive report of study results and recommendations, and present the final findings to the City Council and relevant stakeholders. Expected deliverables include site reviews considering existing, leased, and new build options; architectural systems assessment with photographic documentation; demographic analysis of prospective users; programming and operational proposals detailing space requirements, staffing plans, and maintenance; up to three conceptual/schematic design drawings per site; a thorough financial analysis covering development costs, annual operating expenses, and potential funding sources; and proposals for design and construction document services. Firms interested in this professional services contract must demonstrate primary expertise in civil engineering, landscape architectural, structural, and surveying services. Mandatory qualifications include providing a detailed list of professional staff assigned to the project, complete with their education, experience (particularly with similar projects), and certifications. Firms must document their past performance and success on comparable projects, supply at least four references (with three having knowledge of public entity service), and describe their capacity to deliver services promptly, including staffing and key personnel location. Adherence to New Jersey statutes is crucial, including N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.
