Professional Services for Water Reserve Feasibility Study

The City of East Orange, New Jersey, is soliciting professional services for a comprehensive Water Reserve Feasibility Study. This Request for Proposal (RFP) seeks firms with primary expertise in civil engineering, landscape architecture, structural engineering, and surveying services to assess and develop plans for revitalizing and relocating municipal assets within the city's 2400-acre Water Reserve. The extensive scope of work includes reviewing existing historical data, conducting thorough financial analyses, preparing detailed site analysis and program development plans that address community engagement, circulation, ADA compliance, security systems, landscape features, and environmental impact. The project also requires comparing potential construction sites across City-owned land, elaborating on desired uses such as recreational venues and a police shooting range at a conceptual design level, and providing a comprehensive report of study results with recommendations to the City Council. Expected deliverables further encompass a full survey with photographic documentation, identification of protected areas and existing infrastructure, an environmental assessment, review of development alternatives, up to three conceptual design drawings with renderings, demographics analysis, staffing and maintenance plans, cost estimates for development and operation, identification of funding sources, and proposals for design and construction document services. Prospective contractors must demonstrate extensive experience, particularly with public entities, and present qualifications based on key personnel, their education and experience, availability, ability to meet project schedules, firm size, and specific expertise relevant to the study. Mandatory compliance includes adherence to New Jersey statutes such as N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. for Affirmative Action and Equal Employment Opportunities, and N.J.S.A. 52:25-24.2 for Disclosure of Ownership. Firms must provide a valid New Jersey Business Registration Certificate, a Certificate of Employee Information Report, and copies of all required professional federal and state licenses. Insurance requirements are stringent, demanding Workers’ Compensation, General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automotive Liability ($1,000,000 Combined Single Limit), Professional Liability ($2,000,000 per occurrence/$2,000,000 aggregate), and Excess or Umbrella coverage ($2,000,000 per occurrence/aggregate), with the City named as an Additional Insured and a waiver of subrogation. Proposals are due by Wednesday, June 28, 2023, at 12:00 p.m. prevailing time. Submissions must be sealed and addressed to the Purchasing Agent, City of East Orange, City Hall, 44 City Hall Plaza, East Orange, NJ 07018. Required submission components include one original, three hard copies, and one electronic disk (CD or DVD); electronic documents can also be sent via email. A non-refundable fee of $75.00 is charged for hardcopy RFP packets, payable to the City of East Orange.
