Firms must provide a valid New Jersey Business Registration Certificate, a Certificate of Employee Information Report, and copies of all required professional federal and state licenses. Insurance requirements are stringent, demanding Workers’ Compensation, General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automotive Liability ($1,000,000 Combined Single Limit), Professional Liability ($2,000,000 per occurrence/$2,000,000 aggregate), and Excess or Umbrella coverage ($2,000,000 per occurrence/aggregate), with the City named as an Additional Insured and a waiver of subrogation.
Proposals are due by Wednesday, June 28, 2023, at 12:00 p.m. prevailing time. Submissions must be sealed and addressed to the Purchasing Agent, City of East Orange, City Hall, 44 City Hall Plaza, East Orange, NJ 07018. Required submission components include one original, three hard copies, and one electronic disk (CD or DVD); electronic documents can also be sent via email. A non-refundable fee of $75.00 is charged for hardcopy RFP packets, payable to the City of East Orange. Required forms include a Non-Collusion Affidavit, Disclosure of Ownership, Insurance Requirement Acknowledgement, EEO/Affirmative Action Compliance, Business Registration Certificate, Professional Service Entity Information, Qualification Affidavit, Submission Form detailing cost information (hourly rates and a “not to exceed” amount), Letter of Intent, and Letter of Qualification.
