Towing and Storage Services

The City of East Orange, New Jersey, is soliciting sealed proposals for comprehensive Towing and Storage Services. This Request for Proposal (RFP) seeks qualified contractors to provide essential vehicle towing and storage solutions for the municipality. The scope of work includes the responsive and efficient handling, transport, and secure storage of various vehicles as required by the city, ensuring public safety and order. This critical service supports the city's operational needs, addressing incidents, impoundments, and other related requirements for vehicle management within the East Orange jurisdiction. Prospective bidders must demonstrate their qualifications by submitting a Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, Business Registration Certificate, Disclosure of Investment Activities in Iran, Acknowledgment of Receipt of Change to Bidder Document, Insurance Requirements, Experience Record, and a Bid Document Submission Checklist. Bidders are also required to comply with specific New Jersey statutes including N.J.S.A. 34-11 – 56.25 concerning wages on public works, the Equal Employment Opportunity Act, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. for Affirmative Action, and P.L. 1977 C33 regarding stockholder disclosure. A non-mandatory pre-proposal meeting is scheduled for Monday, April 29, 2024, at 10:00 a.m. in the Council Chambers at City Hall, 44 City Hall Plaza, East Orange, NJ, offering an opportunity for clarification and discussion. Detailed Request for Proposal packets are available for a non-refundable cost of $25.00 at the Division of Procurement, 1st floor, City Hall, between 9:00 a.m. and 4:00 p.m., Monday through Friday, or can be downloaded from www.eastorange-nj.gov. Proposals must be enclosed in a sealed envelope, clearly marked on the outside with the bidder's name and “TOWING & STORAGE SERVICES”. Submissions can be mailed or hand-delivered to the Division of Procurement, First Floor, City Hall, 44 City Hall Plaza, East Orange, New Jersey 07018. The absolute deadline for receiving sealed proposals is Tuesday, May 14, 2024, at 11:00 a.m. prevailing local time, at which point they will be publicly opened and read aloud.
