Veterinary Services at the East Orange Animal Shelter

The City of East Orange, New Jersey, is soliciting proposals for comprehensive veterinary services at the East Orange Animal Shelter. This Request for Proposal (RFP) seeks qualified vendors to provide essential animal care, including spay and neuter surgeries for shelter residents, weekly visits by a NJ Licensed Associate Veterinarian, and biweekly visits by a Senior Technician. The scope of work also encompasses full standard health examinations, vaccinations, testing, and the development of diagnostic and treatment protocols for individual sick animals, with immediate initiation of necessary treatments on-site. Additionally, the selected contractor will be responsible for 24/7 telephone consultations, administering the free Annual RABIES CLINIC for the city, maintaining close contact with City Health Officials regarding Animal Control issues, and submitting detailed monthly and yearly summary reports. The contract is for an initial two-year term, with the option for three additional one-year extensions, ensuring long-term animal welfare for the community. Prospective contractors must demonstrate extensive qualifications, including compliance with critical New Jersey statutes such as the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.), the Pay-to-Play Law (N.J.S.A. 19:44A-20.5 et seq.), Affirmative Action requirements (N.J.S.A. 10:5-33 et seq.), and Ownership Disclosure (N.J.S.A. 52:25-24.2). Required insurance coverages include Workers’ Compensation, General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automotive Liability ($1,000,000 Combined Single Limit), Professional Liability ($2,000,000 per occurrence / $2,000,000 aggregate), and Excess/Umbrella coverage ($5,000,000 per occurrence / aggregate), with the City named as an additional insured. A highly recommended pre-proposal conference will be held on Thursday, August 29, 2024, at 11:00 AM in the City Council Chambers, 44 City Hall Plaza, East Orange, NJ, to provide an opportunity for site viewing and question submission, with the final deadline for questions on Friday, August 30, 2024, by 2:30 p.m. Detailed proposals must be received by the City of East Orange Division of Procurement no later than Thursday, September 12, 2024, at 11:00 AM.
