Water Quality Sampling, Analytical Laboratory Testing and Water Quality Consultation Services

The City of East Orange Board of Water Commissioners (EOWC) is actively soliciting competitive proposals for comprehensive Water Quality Sampling, Analytical Laboratory Testing, and Water Quality Consultation Services. This Request for Proposals (RFP) aims to secure a qualified contractor to manage essential services for the city's water supply system, sanitary sewers, and storm sewers, which collectively serve over 64,000 residents. The extensive scope of work includes routine and extraordinary water quality sampling for parameters such as Total Coliform, Volatile Organics, Nitrates, Lead and Copper, Primary and Secondary Inorganics, Trihalomethanes, Haloacetic Acids, UCMR3, Radiologicals, Iron, and Manganese. Additionally, the contractor will provide advanced analytical laboratory testing to ensure stringent compliance with New Jersey Department of Environmental Protection (NJDEP) and federal regulations, alongside expert consultation on water quality matters, regulatory interpretations, and assistance in responding to NJDEP Notices of Violations. The services are specifically designated to be accounted for separately for the East Orange Water Department (EOWD) and the SOV system. Prospective contractors must meet rigorous qualification standards, including a minimum of five years of demonstrated experience in providing full-service agreements for professional and technical services within water and wastewater treatment facilities. Bidders are required to have successfully delivered comparable services to at least two water supply, treatment, and distribution/sewer systems of a size and complexity similar to the EOWC's, ideally located in the United States and regulated by the NJDEP or other state environmental agencies. Mandatory requirements encompass possessing and maintaining current NJDEP certification for sampling and analysis, furnishing evidence of bonding capability in the annual contract amount, and showcasing successful experience in transitioning public sector employees to operate efficiently in line with industry standards. Furthermore, proposers must list all current and past contracts involving water or wastewater-related services with governmental agencies or municipalities in New Jersey. Proposals must be submitted in quadruplicate (one original, three copies, and an electronic copy) within a sealed envelope clearly marked with the contract title: "WATER QUALITY SAMPLING, ANALYTICAL LABORATORY TESTING AND WATER QUALITY CONSULTATION SERVICES." Submissions are strictly due on Thursday, October 20, 2022, by 11:00 AM prevailing local time. A mandatory Proposal Guarantee (Certified Check, Cashier’s Check, or Satisfactory Bid Bond) in the amount of 10% of the bid must accompany the submission. Other required documents include a Non-Collusion Affidavit, Affirmative Action Evidence, Statement of Ownership, Business Registration Certificate, Disclosure of Investment Activities in Iran, and a Public Works Contractor Registration Certificate.
