Consultant Services for HUD 2020-2025 Consolidated Plan and Annual Action Plan

The City of East Orange, New Jersey, is soliciting proposals for comprehensive consultant services required for the preparation of the U.S. Department of Housing and Urban Development (HUD) 2020-2025 Consolidated Plan and the Annual Action Plan. This crucial initiative encompasses both the Community Development Block Grant (CDBG) and HOME Programs. The selected consultant will be responsible for developing a five-year strategic plan that identifies community needs, sets priorities, and outlines a comprehensive strategy for housing, community development, and economic development activities, along with annual implementation plans to secure vital federal funding for the municipality. Prospective contractors must operate as Professional Service Contractors and demonstrate full compliance with New Jersey statutes, including N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contract), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership). A highly recommended virtual Pre-Proposal Conference is scheduled for Thursday, June 3, 2021, at 12:00 p.m. via Zoom; registration is required for those downloading specifications from the City's website. This conference offers a critical opportunity for potential bidders to seek clarifications and gain a deeper understanding of the project requirements. Sealed RFP responses must be presented in quadruplicate using the provided Proposal Forms, accompanied by appropriately checked literature. Bids will be publicly opened and read aloud on Thursday, June 17, 2021, at 12:00 p.m. in the Municipal Council Chamber, Municipal Building, 44 City Hall Plaza, East Orange, New Jersey 07018.
