The City of East Orange, New Jersey, is actively seeking Statements of Qualifications (SOQ) from experienced developers for the comprehensive redevelopment of all or a significant portion of its prominent City Hall Plaza. Located at 44 City Hall Plaza, this strategic site is bordered by key landmarks including the East Orange train station to the south, Munn Avenue to the east, Arlington Avenue to the west, and New Street to the north, positioning it within the vibrant Transit Village Redevelopment Area’s Arts and Cultural Subdistrict. The overarching vision for this transformative project includes creating a more inviting and walkable environment, activating the plaza, integrating high-quality small retail and eating establishments, enhancing urban design, increasing public art installations, boosting ridership at the East Orange Train Station, ensuring sufficient parking for current and future needs, and consolidating various City departments within the redeveloped City Hall Plaza. This initiative aims to revitalize a critical downtown corridor, complementing ongoing development activities and streetscape improvements. Prospective developers must submit comprehensive statements detailing their qualifications and performance data. Key requirements include demonstrating robust financial capacity, providing bank and other financing source references, and showcasing experience with unique financing structures for previous development projects. Respondents must also exhibit proven experience with public accountability, overall development, and mixed-use developments that incorporate public uses. Additionally, firms should outline their approaches to programmatic, construction, and environmental challenges, alongside their history of partnerships with Minority/Women and Local Business Enterprises. Mandatory compliance with New Jersey statutes such as N.J.S.A. 10:5-31 et seq. (Affirmative Action), N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities), N.J.S.A. 52:25-24.2 (Disclosure of Ownership), and N.J.S.A. 52:32-44 (Business Registration Certificate) is strictly enforced. Professional Liability Insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate is required. A highly recommended pre-proposal conference and site visit is scheduled for Monday, April 1, 2024, at 11:00 AM, to be held in the Municipal Council Chamber at 44 City Hall Plaza, East Orange, NJ 07018, with an RSVP deadline of March 26, 2024. Statements of Qualifications must be submitted by Wednesday, April 17, 2024, at 11:00 AM prevailing time. Submissions must consist of one (1) original, four (4) copies, and one (1) electronic copy on a USB flash drive, enclosed in a sealed envelope clearly marked with the respondent's name and the title "CITY HALL PLAZA REDEVELOPMENT," addressed to the Purchasing Agent at City of East Orange, City Hall, 44 City Hall Plaza, East Orange, NJ 07018. A non-refundable fee of $25.00 applies for RFQ packets picked up on-site.
