ENGINEERING & ARCHITECTURAL CONSULTING SERVICES AND SURVEYING SERVICES

The City of East Orange, Essex County, New Jersey, is soliciting Statements of Qualifications (RFQ) from professional services entities to provide comprehensive general engineering, architectural consulting, and surveying services. This request seeks firms with primary expertise spanning civil engineering, architectural, environmental, geotechnical, mechanical, electrical, landscape architectural, structural, and surveying disciplines. The selected firm(s) will be responsible for a wide range of tasks, including planning and design services, construction support for capital improvements related to public buildings, roads, parks, and public utility infrastructure (water and sewer), as well as recreational facilities. Additionally, the scope encompasses technical and administrative functions such as traffic engineering, pavement management, stormwater management, municipal land use, public contracts law, data management, and infrastructure maintenance, serving as "General Engineer" for the City from January 01, 2023, through December 31, 2023. Prospective contractors are required to demonstrate a broad spectrum of services and specialized expertise in the aforementioned engineering fields. A strong preference will be given to firms that employ at least one Certified Municipal Engineer (CME). Essential qualifications include documented past performance for similar public sector projects, the provision of at least four references (with three specifically from public entities), and a detailed description of the firm's capacity to deliver timely services, highlighting staffing plans, familiarity with the subject matter, and the location of key personnel. Furthermore, firms must confirm all appropriate federal and state licenses, furnish a copy of their New Jersey Business Registration Certificate and Certificate of Authorization, and ensure compliance with New Jersey affirmative action requirements, typically evidenced by a Certificate of Employee Information Report. No mandatory pre-bid meetings or site visits are scheduled for this Request for Qualifications. Qualification Statements are due by Wednesday, November 16, 2022, at 11:00 a.m. prevailing time, and will be publicly opened and read aloud by the Purchasing Committee in the City Hall, Council Chamber.
