ENGINEERING & ARCHITECTURAL CONSULTING SERVICES AND SURVEYING SERVICES

The City of East Orange, located in Essex County, New Jersey, is soliciting Statements of Qualifications (SOQs) from qualified firms for comprehensive General Engineering and Architectural Consulting Services, as well as Surveying Services. This Request for Qualifications (RFQ) seeks firms with primary expertise spanning civil, architectural, environmental, geotechnical, mechanical, electrical, landscape architectural, structural, and surveying disciplines. The selected firm(s) will provide planning/design services and construction support for critical capital improvements across public buildings, roads, parks, public utility infrastructure (water and sewer), and recreational facilities. The scope also encompasses specialized technical and administrative areas such as traffic engineering, pavement management, stormwater management, water system operations, municipal land use, public contracts law, data management, and infrastructure maintenance. The anticipated contract term is for one year, from January 01, 2023, to December 31, 2023. Firms interested in this engagement must demonstrate a robust qualification profile, including documented past performance on similar projects and a record of success, particularly with public entities. A significant preference will be extended to firms that employ at least one Certified Municipal Engineer (CME). Mandatory compliance with New Jersey statutes is required, specifically N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership). Applicants must detail the names, roles, education, experience, and qualifications of key professional staff members assigned to the City, alongside submitting copies of all appropriate federal and state licenses, a New Jersey Business Registration Certificate, and a Certificate of Authorization. No mandatory pre-bid meetings or site visits are indicated for this solicitation. Submissions must be enclosed in a sealed envelope, clearly bearing the consultant's name and the title "ENGINEERING & ARCHITECTURAL CONSULTING SERVICES AND SURVEYING SERVICES" on the exterior, addressed to the Purchasing Agent. Each submission requires one original set, five hard copies, and one electronic disk (CD or DVD).
