ENGINEERING & ARCHITECTURAL CONSULTING SERVICES AND SURVEYING SERVICES

The City of East Orange, located in Essex County, New Jersey, is actively seeking Statements of Qualifications (SOQ) from highly experienced and qualified firms to provide comprehensive general engineering, architectural consulting, and surveying services. This Request for Qualifications (RFQ) aims to establish a pool of professional service entities capable of delivering diverse expertise for municipal projects. The extensive scope of work includes, but is not limited to, civil engineering, architectural design, environmental assessments, geotechnical analysis, mechanical and electrical engineering, landscape architecture, structural engineering, and various surveying services. These services will support critical capital improvement initiatives across public buildings, roads, parks, public utility infrastructure (water and sewer), and recreational facilities. Additionally, selected firms will be instrumental in technical and administrative areas such as traffic engineering, pavement management, stormwater management, water system operations, municipal land use planning, public contracts law compliance, data management, and infrastructure maintenance. The anticipated contract term for the selected consultant(s) is one year, spanning from January 1, 2024, to December 31, 2024, with opportunities for ongoing engagement based on project-specific needs. Firms responding to this solicitation must demonstrate a broad array of capabilities, with a strong emphasis on the specified engineering and architectural disciplines. A significant advantage will be afforded to firms employing at least one Certified Municipal Engineer (CME), underscoring the City's commitment to specialized local expertise. Key contractor qualifications mandate the submission of detailed resumes for proposed personnel, outlining their education, relevant professional experience, and years with the firm, particularly on projects similar to those described. Respondents must also provide documented past performance, a record of success, and a minimum of four professional references, with at least three from public entities. Crucially, all professional service contractors are required to comply with N.J.S.A. 10:5-31 et seq. (Affirmative Action) and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contracts), including providing a New Jersey Business Registration Certificate and appropriate federal and state licenses.
