The City of East Orange, located in Essex County, New Jersey, is actively seeking Statements of Qualifications (SOQ) from experienced professional services firms to provide comprehensive general engineering, architectural consulting, and surveying services. This Request for Qualifications (RFQ) is part of a fair and open public solicitation process designed to establish a roster of qualified contractors for a one-year contract term, from January 1, 2024, to December 31, 2024, with potential for engagement on specific projects. The extensive scope of work demands primary expertise in various engineering disciplines, including civil, architectural, environmental, geotechnical, mechanical, electrical, landscape architectural, and structural engineering, alongside specialized surveying services. Selected firms will be responsible for a broad range of tasks such as performing administrative and professional engineering duties for public works projects, designing and supporting capital improvements for public buildings, roads, parks, and utility infrastructure (water and sewer), preparing detailed plans and contract documents, assisting with public bidding processes, and providing construction management and contract administration functions. Additionally, consultants will offer expertise in technical areas like traffic engineering, pavement management, storm water management, municipal land use, and data management, while coordinating with city departments, attending municipal meetings, and providing inspection services for development projects. To be considered for these prestigious professional services contracts, interested firms must demonstrate a robust portfolio of services and capabilities. A critical qualification is the employment of at least one Certified Municipal Engineer (CME), which will be a significant factor in the selection process. Proposers are required to detail the names, roles, education, and extensive experience of individuals designated to perform the tasks, especially concerning projects similar to those outlined by the City of East Orange. Firms must provide documented evidence of successful past performance for public entities, furnish a minimum of four professional references (with at least three from public sector clients), and articulate their capacity to deliver services promptly, including staffing resources, key staff familiarity with local regulations, and office location. Compliance with N.J.S.A. 10:5-31 et seq. (Affirmative Action), N.J.A.C. 17:27 et seq.
