ENGINEERING & ARCHITECTURAL CONSULTING SERVICES AND SURVEYING SERVICES

The City of East Orange, located in Essex County, New Jersey, is actively soliciting Statements of Qualifications and performance data from qualified professional services firms for a comprehensive suite of general engineering, architectural consulting, and surveying services. This Request for Qualifications (RFQ) is part of a Fair & Open Public Solicitation Process. The extensive scope of work demands expertise across various disciplines, including civil, architectural, environmental, geotechnical, mechanical, electrical, landscape architectural, and structural engineering, as well as specialized surveying services. These professionals will be instrumental in providing planning, design, and construction support for critical capital improvement projects such as public buildings, roads, parks, water and sewer utility infrastructure, and recreational facilities. Additionally, the selected firm(s) will be involved in technical and administrative areas like traffic engineering, pavement management, storm water management, water system operations, municipal land use planning, public contracts law adherence, data management, and infrastructure maintenance. The contract resulting from this solicitation will have a term of one year, commencing on January 01, 2025, and concluding on December 31, 2025. Prospective contractors must demonstrate a broad range of services and possess primary expertise in the aforementioned engineering and surveying fields. A distinct preference will be given to firms that employ at least one Certified Municipal Engineer (CME), highlighting the City's emphasis on specialized municipal project experience. Required qualifications include providing the names and roles of key individuals slated to perform tasks, accompanied by detailed descriptions of their education, experience, and certifications, particularly in projects similar to those outlined. Firms must submit documented past performance records, offer at least four professional references (with three explicitly knowledgeable of their service to public entities), and clearly articulate their capacity for timely service delivery, encompassing staffing plans and the accessibility and location of key personnel. Mandatory compliance documents include evidence of New Jersey affirmative action requirements (e.g., Certificate of Employee Information Report), a valid New Jersey Business Registration Certificate, a Certificate of Authorization, and all pertinent professional federal and state licenses. Qualification Proposals must be submitted by Wednesday, November 13, 2024, at 11:00 a.m. prevailing time. Each submission requires one original (unbound), two copies, and one digital copy on a thumb-drive. Submissions must be securely enclosed in a sealed envelope, prominently displaying the consultant’s name and the title “ENGINEERING & ARCHITECTURAL CONSULTING SERVICES AND SURVEYING SERVICES,” and addressed to the Purchasing Agent, City of East Orange, City Hall, 44 City Hall Plaza, East Orange, NJ 07018. Proposals can be delivered via mail or hand-delivered to the Division of Procurement, First Floor at City Hall. Firms picking up the RFQ packet on-site will incur a non-refundable $25.00 fee.
