ENGINEERING ARCHITECTURAL CONSULTING SURVEYING SERVICES

The City of East Orange, County of Essex, New Jersey, is soliciting Statements of Qualifications and performance data from professional firms to provide comprehensive general engineering, architectural consulting, and surveying services through a Fair & Open Public Solicitation Process. The scope of work is extensive, requiring primary expertise in civil, architectural, environmental, geotechnical, mechanical, electrical, landscape architectural, structural, and surveying disciplines. Selected firm(s) will be responsible for a wide array of services including planning and design, construction support for capital improvements across public buildings, roads, parks, public utilities (water and sewer), and recreational facilities. Additionally, services will encompass technical and administrative areas such as traffic engineering, pavement management, stormwater management, water system operations, municipal land use, public contracts law, data management, infrastructure maintenance, and providing inspection services for developer projects. The contract period for these services is for one year, from November 2019 through October 2020. Prospective contractors must detail the names and roles of the individuals assigned to the account, including their education, experience (particularly with projects similar to those outlined), and relevant certifications. A strong emphasis is placed on documented past performance and a record of success, with a requirement for at least four references, three of which must attest to service provided to public entities. Firms must demonstrate their ability to provide services in a timely fashion, highlighting staffing, familiarity with the subject matter, and key staff location. Crucially, respondents must possess appropriate federal and state licenses, providing copies of their New Jersey Business Registration Certificate and Certificate of Authorization. Preference will be given to firms that employ at least one Certified Municipal Engineer (CME). Submissions for this Request for Qualifications are due on Friday, September 27, 2019, at 1:00 p.m. prevailing time. Firms are required to submit one original set, five physical copies, and one electronic copy (on CD, DVD, or Jump Drive) of their sealed submission. Proposals must be enclosed in a sealed envelope, clearly marked with the consultant's name and the title "ENGINEERING & ARCHITECTURAL CONSULTING SERVICES AND SURVEYING SERVICES," and addressed to the Purchasing Agent, City of East Orange, City Hall, 44 City Hall Plaza, East Orange, NJ 07018.
