In-Rem Tax Foreclosure Special Legal Counsel Services

The City of East Orange, New Jersey, is actively seeking Qualification Statements (RFQ) from highly qualified individuals and firms to serve as In-Rem Tax Foreclosure Special Legal Counsel. This critical professional service involves representing the City in all aspects of tax foreclosure-related matters, encompassing both the prosecution and defense of cases. The scope of work specifically includes legal proceedings before the Superior Court of New Jersey and the United States Bankruptcy Court, under the direct supervision and coordination of the City’s Office of Corporation Counsel. This engagement is crucial for maintaining the City's fiscal health by ensuring efficient and effective resolution of tax-delinquent properties. Prospective contractors must possess demonstrated professional, financial, and administrative capabilities to deliver the required legal services. Key qualifications include a proven record of extensive litigation experience across various judicial forums, specifically Federal court, Superior court, Appellate, and Workers’ Compensation. Applicants are required to submit comprehensive information detailing their business organization, ownership structure (including all principals with 10% or more interest), years in business under current management, and any prior professional malpractice judgments or bankruptcy proceedings within the last decade. Furthermore, confirmation of appropriate federal and state licenses, an executive summary, executed Letters of Qualification and Intent, detailed past experience with municipal clients, resumes of assigned attorneys, and proof of Malpractice insurance coverage are mandatory. Qualification Statements must be meticulously prepared and received by the City no later than 11:00 A.M. on November 13, 2024.
