In-Rem Tax Foreclosure Special Legal Counsel Services

The City of East Orange, New Jersey, is soliciting Qualification Statements from highly skilled and experienced legal professionals to provide In-Rem Tax Foreclosure Special Legal Counsel Services. This engagement requires the selected counsel to represent the City in all aspects of tax foreclosure matters, encompassing both the prosecution and defense of cases before the Superior Court of New Jersey and the United States Bankruptcy Court. Services will be coordinated under the direct supervision of the City’s Office of Corporation Counsel and are required on an "as needed" basis. The comprehensive scope includes attending meetings and potentially providing other specialized legal services as determined by the Corporation Counsel. Prospective contractors must demonstrate exceptional professional, financial, and administrative capabilities to provide the required legal services. Key qualification requirements include holding all appropriate federal and state licenses, providing evidence of malpractice insurance coverage, and submitting an executive summary, an executed Letter of Qualification, and an executed Letter of Intent. Respondents are required to detail their overall experience in similar legal services, provide references with contact information, and describe their relevant client history, particularly with municipal governments, over the last three years. Submissions must include resumes of all key employees and attorneys assigned to the City's matters, with a proven record of litigation experience in Federal, Superior, Appellate, and Workers’ Compensation courts, along with a list of all engagements providing similar services in the past five years. No mandatory pre-bid meetings or site visits are indicated for this RFQ. Qualification Statements must be individually submitted in a sealed envelope, consisting of one original, four copies, and one compact disk (CD) of the complete submission.
