Municipal Auditor and/or Financial Advisor Services

The City of East Orange, located in Essex County, New Jersey, is soliciting qualification proposals through a Fair & Open Public Solicitation Process for Municipal Auditor and/or Financial Advisor Services. This Request for Qualifications (RFQ) seeks experienced firms to provide comprehensive financial services for the period of January 1, 2023, through December 31, 2023. The scope of work includes, but is not limited to, a statutory audit of accounts and records for all funds for the calendar year ending December 31, 2023, performing tests of internal controls and compliance with statutory requirements, and conducting federal and state single audits in accordance with OMB Circular A-133 and NJ OMB Circular 04-04. Furthermore, the selected entity will be responsible for preparing the City's audited statutory financial statements, reviewing the annual budget, and providing accounting and tax guidance as needed throughout the year. The advisor will also meet with the Mayor, Administration, and City Council as requested, advise on legislative changes impacting records, and offer general financial and budgetary advice and analysis to the City. The term of the contract is for one year. Proposers must demonstrate extensive knowledge of municipal auditing laws and regulations, coupled with significant experience in advising municipal entities on records compliance issues. Essential qualifications include a valid Certified Public Accountant (CPA) license and a valid Registered Municipal Accountant (RMA) license, both issued by the appropriate authority in the State of New Jersey. A mandatory minimum of ten (10) years’ experience in providing auditing services specifically to municipalities within New Jersey is required. Respondents must commit to assigning senior staff members as regular support for the City, with these individuals possessing at least ten (10) years of experience in audit services and other requested specialized services. Maintaining a current principal office within the State of New Jersey is also a prerequisite. Additionally, professional liability insurance with minimum limits of $1,000,000 per claim and $1,000,000 aggregate per policy period is required.
