Municipal Auditor and/or Financial Advisor Services

The City of East Orange, situated in Essex County, New Jersey, is actively soliciting Qualification Proposals from qualified persons and/or firms for comprehensive Municipal Auditor and/or Financial Advisor Services. The extensive scope of work outlined in this Request for Qualifications (RFQ) includes conducting a statutory audit of all City funds and records for the calendar year ending December 31, 2023. This encompasses thorough tests of internal controls and compliance with all relevant statutory requirements. Furthermore, the selected entity will be responsible for performing federal and state single audits in strict accordance with OMB Circular A-133 and NJ OMB Circular 04-04, preparing the City’s audited statutory financial statements, and providing an expert review of the annual budget. Additional responsibilities include offering accounting and tax guidance, meeting with the Mayor, Administration, and City Council as necessary, advising on legislative changes impacting financial records, and delivering ongoing financial and budgetary advice and analysis to support municipal operations. The anticipated contract term for these professional services will be for a period of one year. Prospective contractors must meet stringent qualifications and licensing requirements to be considered for these critical municipal services. Applicants are mandated to hold a valid Certified Public Accountants (CPA) license and a valid Registered Municipal Accountants (RMA) license, both issued by the appropriate authority within the State of New Jersey. A minimum of ten (10) years’ experience in providing auditing services specifically to municipalities within the State of New Jersey is an essential prerequisite. The proposed team must include senior staff members designated as regular support for the City, with each possessing at least ten (10) years of experience in audit services and the other specialized financial services requested. Firms must also maintain a current principal office within the State of New Jersey and demonstrate comprehensive knowledge of municipal auditing laws and regulations, coupled with experience in advising municipal entities on records compliance issues and supporting budget development and labor negotiations for municipalities of similar size to East Orange. Qualification Proposals must be submitted by Wednesday, November 29, 2023, at 12:00 p.m. prevailing time. Submissions will be received by the Purchasing Agent at East Orange City Hall, Division of Procurement. Firms are required to provide one (1) unbound original, four (4) additional complete sets, and one (1) compact disc (CD) of their sealed submission. The sealed envelope must clearly indicate the consultant’s name and the title “MUNICIPAL AUDITOR AND/OR FINANCIAL ADVISOR SERVICES.” Submissions can be mailed or hand-delivered to the Purchasing Agent, City of East Orange, City Hall, 44 City Hall Plaza, East Orange, NJ 07018, Attn: Racquel C.
