Special Legal Counsel Services - Municipal Tax Appeal Matters

The City of East Orange, New Jersey, is soliciting Qualification Statements from interested individuals and/or firms to provide Special Legal Counsel Services for Municipal Tax Appeal Matters. The primary objective is to engage qualified legal professionals to represent the City in all tax-related matters, including, but not limited to, defending and prosecuting tax appeals before the Tax Court of New Jersey and various County Boards of Taxation. This engagement will be under the direct supervision and direction of the City’s Office of Corporation Counsel and the Director of the Department of Property Taxation. The City aims to establish a pool of attorneys available on an "as needed" basis, with selected respondents approved by resolution of the East Orange City Council. Prospective respondents must demonstrate substantial expertise and experience in providing professional legal services, particularly with a proven record of litigation experience in the Tax Court of New Jersey and before County Boards of Taxation. Key qualifications include possessing the professional, financial, and administrative capabilities to deliver the required services, agreeing to the City’s compensation terms, and maintaining appropriate federal and state licenses. Furthermore, respondents must provide evidence of professional malpractice insurance coverage with minimum limits of $1,000,000.00 per claim and $1,000,000.00 aggregate per policy period. Compliance with New Jersey's Affirmative Action Law (N.J.S.A. 10:5-31 et seq.) and the Americans with Disabilities Act of 1990 is also mandatory for all successful contractors. Qualification Statements must be received by the City of East Orange no later than 1:00 P.M. on Wednesday, November 28, 2018. Submissions must be hand-delivered or mailed to the East Orange Division of Procurement, attention Lisa Jackson, at East Orange City Hall, 44 City Hall Plaza, East Orange, New Jersey 07018. Facsimile or email transmissions will not be accepted. Respondents are required to submit one original, two copies, and one compact disk (CD) set of their Qualification Statement in a sealed envelope.
