Special Legal Counsel Services (Public Sector Labor Matters)

The City of East Orange, New Jersey, is soliciting Qualification Statements from highly experienced and qualified Special Legal Counsel to provide expert services in public sector labor matters. This Request for Qualifications (RFQ) seeks firms or individuals capable of offering comprehensive legal representation and guidance under the direct supervision of the City's Office of Corporation Counsel. The scope of work encompasses a wide array of public sector labor and employment issues, including, but not limited to, court appearances, arbitrations, conferences, negotiations, collective bargaining agreement preparation and interpretation, enforcement of contractual terms, resolution of employee disciplinary matters, and general employment law counsel. Services will be provided on an "as needed" basis for an initial contract period of one year, with compensation structured at hourly rates of $125.00 for Partners/Counsel, $95.00 for Associates, and $50.00 for Paralegals, capped at a total contract amount not to exceed $100,000.00. Prospective contractors must demonstrate robust professional, financial, and administrative capabilities, coupled with continuous expertise in public sector labor and employment law. Required submission components include an executive summary (max two pages), an executed Letter of Qualification, detailed business organization information (including principals, ownership interests of 10% or more, and parent company details), proof of compliance with affirmative action requirements, a history of business and management longevity, disclosure of any professional malpractice judgments within the last three years, and any bankruptcy or reorganization proceedings within the last ten years. Additionally, respondents must confirm appropriate federal and state licenses, submit an executed Letter of Intent, provide a comprehensive description of relevant experience with references (particularly municipal government clients over the past three years), furnish resumes of key legal personnel, articulate an understanding of the City's specific needs, disclose any immediate relatives employed by or elected officials of the City, detail malpractice insurance coverage (minimum $1,000,000 per claim and aggregate), and demonstrate proven litigation experience in the Superior Court of New Jersey or the U.S. District Court for the District of New Jersey, along with a listing of past engagements with or against the City within the last five years. Qualification Statements must be received by the City of East Orange no later than 11:00 A.M. on Wednesday, November 28, 2018. Submissions must be either mailed or hand-delivered to the East Orange Office of Procurement, addressed to Lisa L. Jackson, East Orange City Hall, 44 City Hall Plaza, East Orange, New Jersey 07018. Submissions sent via facsimile or email will not be accepted. Respondents are required to submit one original, four copies, and one compact disk (CD) of their Qualification Statement in a sealed envelope. Detailed RFQ packets are available for download from the City's website (www.eastorange-nj.org) or can be picked up onsite for a non-refundable fee of $25.00, payable to the City of East Orange. Evaluation criteria include the respondent's experience and reputation, knowledge of New Jersey municipal corporations, familiarity with public sector labor law, pertinent government experience, and the relevance and extent of similar engagements.
