Water and Sewer Line Service Warranty Program

The City of East Orange Board of Water Commissioners (EOBWC) Division of Procurement is actively soliciting proposals for the implementation and administration of a comprehensive Water and Sewer Line Service Warranty Program. This initiative aims to provide EOBWC customers, encompassing approximately 70,000 residents and property owners across 10,000 accounts (including 1,000 commercial), with a voluntary and affordable solution for potentially costly and unexpected repairs to their water service and sewer lateral lines. The extensive scope of work includes the full coverage for investigation, repair, and/or replacement of customer water service lines (from the EOBWC water meter setting to the residence or property) and sewer laterals (from the home to the EOBWC’s sewer main connection), along with all associated labor, materials, required permits, and site restoration services to meet City standards. The EOBWC is also exploring an alternative proposal where it would absorb the costs for the initial year of coverage for all its customers. Additionally, the program may include miscellaneous warranty services covering internal plumbing issues and appliances, at the EOBWC's sole discretion. Prospective contractors must possess extensive experience, demonstrating at least five years of successful engagement with governmental entities or municipal utilities in providing similar water and/or sewer line warranty programs. Essential contractor qualifications stipulate that all plumbing contractors utilized must be licensed and approved to conduct business in the State of New Jersey, and on-site plumbers must hold a valid and active New Jersey plumbing license, ensuring a licensed professional supervises all relevant work. Respondents are required to maintain a recent “A+ accredited Better Business Bureau rating” for a minimum of five years and must submit a detailed description of their vetting process for all plumbing contractors and subcontractors. A Pre-Proposal Conference was conducted on Friday, October 26, 2018, at 11:00 AM, held at the East Orange Water Commission, 99 South Grove Street, East Orange, NJ 07018, highly recommended for all interested respondents to attend. Sealed Request for Proposal responses must be submitted by Friday, November 16, 2018, at 11:00 AM, to the East Orange Water Commission, Attention: Nathanial Adams, Contracts Administrator, located at 99 South Grove Street, East Orange, NJ 07018. Each submission must include one original, three hard copies, and one electronic copy on CD-ROM or USB Flash Drive, all enclosed in a sealed envelope clearly marked “PROPOSAL FOR WATER AND SEWER LINE SERVICE WARRANTY PROGRAM.” Vendors are solely responsible for ensuring timely delivery, as any proposals received after the specified date and time will be returned unopened. While no explicit bid security or performance bond is stated, the successful respondent will be required to maintain substantial insurance coverage, including General Liability ($1,000,000 per occurrence, $3,000,000 aggregate), Workers Compensation, Automotive Liability ($1,000,000 per occurrence, $3,000,000 aggregate), and Professional Liability ($1,000,000 per occurrence, $1,000,000 aggregate).
