SEASONAL LANDSCAPING SERVICE CITY PARKS AND MUNICIPAL PROPERTIES

The City of East Orange, through its Department of Public Works, is soliciting bids for seasonal landscaping services across its city parks and municipal properties. This comprehensive contract encompasses regular maintenance for city parks and open spaces (Base Bid), additional city properties (Alternate A), properties managed by the Board of Water Commissioners (Alternate B), and other supplementary landscaping services (Alternate C). The scope of work includes, but is not limited to, weekly mowing of grass areas, edging along curbs and fences, trimming and pruning of ornamental hedgerows, trees, shrubs, and ground covers (performed a minimum of twice yearly, prior to Memorial Day and Labor Day), as well as thorough spring and fall cleanups. Contractors are responsible for removing all litter prior to mowing, disposing of excess clippings and leaves, and are permitted to use NJDEP-prescribed chemical weed control in designated areas. The contract period for the base services is for twelve (12) months, with the option for the City to renew for two (2) additional twelve (12) month periods. Prospective contractors must demonstrate significant qualifications, experience, and financial ability, as evidenced by a mandatory Statement of Bidder's Qualifications, Experience and Financial Ability, including a record of all current or signed landscaping contracts. A critical requirement is proof of registration as a Public Works Contractor in New Jersey, along with a certification of the bidder’s status on the State Treasurer’s Debarred, Suspended or Disqualified Bidders list. Bidders must also provide a Stockholders Disclosure Statement, Non-Collusion Affidavit, and Affirmative Action Affidavit. Contractors are required to provide full-time supervision by a competent English-speaking employee and possess all necessary equipment and tools. Public Liability and Property Damage Insurance with a combined single limit of $1,000,000, naming the City of East Orange as an Additional Named Insured, and standard Workers' Compensation Coverage are also mandatory. Sealed proposals for “Seasonal Landscaping Services – City Parks & Properties” must be submitted by hand delivery only to the Council Chambers in East Orange, New Jersey. The bid opening is scheduled for Wednesday, April 13, 2022, beginning at 11:00 A.M. Bidders are required to submit a certified check or cashier's check as a bid deposit in the amount of 10% of the total bid for one year, not exceeding $20,000, or a Bid Bond for the same amount from an authorized surety company. A Consent of Surety for one hundred (100%) percent of the contract amount is also required.
