REQUEST FOR PROPOSAL - VARIOUS SERVICES

The City of East Orange is actively seeking proposals through a competitive contracting process, as outlined by N.J.S.A. 40A:11-4.1(e, m, b, k, j), et seq., for a comprehensive array of essential municipal services. The solicitation encompasses five distinct service areas: Consulting Laboratory Services, Hearing Officer(s) Services, Security Officer Training Course, Towing & Storage Services, and Vending Machine Concession Services. This initiative aims to secure highly qualified and experienced contractors to support the city's operational needs and enhance public services for its residents, covering critical functions from public safety training to infrastructure support and community amenities. Each service represents a vital component in the efficient functioning of the municipal government. Prospective contractors must ensure strict compliance with several New Jersey statutes, including N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contracts), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership). A highly recommended Pre-Proposal Conference is scheduled for Thursday, March 19, 2020, at 11:00 a.m. in the City Hall Council Chamber, 44 City Hall Plaza, East Orange, NJ 07018, specifically for Consulting Laboratory Services, Security Officer Training Course, and Vending Machine Concession Services. Attendance is strongly encouraged to gain clarification and address any questions prior to proposal submission, ensuring all requirements are fully understood. Sealed RFP responses must be delivered to the Purchasing Agent at the City Council Chamber, located at 44 City Hall Plaza, East Orange, New Jersey 07018. Specific submission deadlines vary by service: Consulting Laboratory Services by April 2, 2020, at 11:00 a.m.; Hearing Officer(s) Services by April 2, 2020, at 12:00 p.m.; Security Officer Training Course by April 2, 2020, at 1:00 p.m.; Towing & Storage Services by April 3, 2020, at 11:00 a.m.; and Vending Machine Concession Services by April 3, 2020, at 12:00 p.m. Detailed Request For Proposals are available for a non-refundable fee of $25.00 per packet at the Division of Procurement or can be downloaded from www.eastorange-nj.gov. Proposals for individual services must be submitted in separate sealed envelopes, clearly marked with the bidder's name and the specific service.
