BOROUGH OF ELMER 
SALEM COUNTY, NEW JERSEY 
 
Notice is hereby given that sealed bids will be received by the Borough of Elmer on May 4, 2016 
at 2:00 P.M. in the Borough of Elmer Municipal Building, Clerk’s Office, P.O. Box 882, 120 S. Main 
Street, Elmer, New Jersey  08318, at which time and place all bids will be opened and read in public for 
the removal and replacement of roof at Elmer Borough Hall. 
 
Specifications may be picked up at the office of the Clerk of the Borough of Elmer at the 
Borough of Elmer Municipal Building, Clerk’s Office, 120 S. Main Street, Elmer, New Jersey 08318, 
beginning April 14, 2016 during regular business hours between 10:00 a.m. and 2:00 p.m. Monday 
through Thursday.  Information may be obtained by calling the Borough Clerk’s Office at (856) 358-4010 
x110. 
 
Bids must be made on the proposal form provided in the manner designated therein and required 
by the Specifications enclosed in a sealed envelope and addressed to the Acting Borough Clerk, Sarah D. 
Walker, Borough of Elmer, P.O. Box 882, 120 S. Main Street, Elmer, New Jersey 08318, and clearly 
marked on the outside “Borough Hall Roof Replacement”.  All bid forms must be accompanied by a 
complete set of the Bid Specifications completely filled out as set forth therein.  All bids must be 
delivered to the Borough Clerk’s Office at the Municipal Building on or before the date and hour stated 
above.  Bids shall be accompanied by a surety in the form of a bid bond, certified check or cashier’s 
check in the amount of ten percent (10%) of the total bid made, not to exceed Twenty Thousand Dollars 
($20,000.00), payable to or running to the benefit of the Borough of Elmer. Such bid security shall 
provide that the bidder will perform in accordance with the specifications. 
 
Bidders are required to comply with the requirements of P.L. 1975, c. 127 (Affirmative Action).  
Bidders are required to submit a statement of ownership with their bid as required by P.L. 1977, c. 33 
(Disclosure of Ownership). 
 
The Borough reserves the right to reject any and all bids or waive any informalities or 
irregularities in the bids received and to accept any bid which is deemed most favorable or beneficial to 
the Borough of Elmer, Salem County, NJ, at the time and under the conditions stipulated.   
 
The Borough is not responsible for the loss or destruction of any bids mailed or delivered to the
