PUBLIC NOTICE
Notice is hereby given that sealed bids will be received by the Borough of Elmer, for the
"EXCAVATION AND DISPOSAL OF PETROLEUM HYDROCARBON IMPACTED SOILS”, in the
Borough of Elmer, County of Salem, opened and read in public at the Borough of Elmer
Municipal Building located at 120 South Main Street, Elmer, NJ 08318, on June 27, 2019 at
11:00 AM, prevailing time.
Bid Documents for the proposed work have been prepared by John M. Marion, LSRP of
CALMAR Associates LLC., 1415 13th Avenue, Dorothy, NJ 08317. Bid Documents may be
inspected by prospective bidders during business hours at the office of the Elmer Borough
Clerk, 120 S. Main Street, Elmer, NJ 08318. Bidders will be furnished with a copy of the Bid
Documents by the LSRP on proper notice and prepayment of a non-refundable fee of $150.00
for cost reproduction. Checks should be made payable to CALMAR Associates, LLC. Bids must
be made on standard proposal forms in the manner designated therein required and must be
enclosed in sealed envelopes bearing the name and address of bidder and name of project on
outside and addressed to the Borough of Elmer.
In addition, Proof of Insurance that satisfies the requirements identified in the Supplemental
Conditions; Proof of Bonding Capacity Consent from an approved Surety Company to satisfy the
Bidders’ offer; Proof of Business Registration pursuant to P.L. 2004, c.57; and a Disclosure
Statement listing stockholders pursuant to Public Law 1977, Chapter 33; must also be
submitted with the Bid. Please be advised that any bidder who fails to submit required
submittals with the bid can anticipate that the bid submitted will be automatically rejected.
The Environmental Remediator must comply with the provisions of the New Jersey Public
Contracts Law 1975, Chapter 127; Affirmative Action N.J.A.C. 17:27 and New Jersey Public Law
1977, Chapter 33. If awarded a contract, your company/firm will be required to disclose
certain political contributions (N.J.A.C. 19:44A-1 et seq.) and comply with Affirmative Action
requirements (N.J.S.A. 10:5-31 and N.J.A.C. 17:27-1 et seq.)
The Borough of Elmer reserves the right to reject any or all bids either in whole or in part and to
waive any informality in any bid or bids so received.
The award of Contract shall be made subject to the necessary monies to do the work being
provided by the Borough in a lawful manner. The award shall further be subject to the securing
of any necessary State, Federal or Local permits governing the work.
